ADMINISTRATIVE SERVICES COORDINATOR

Human Resources is seeking City Council approval to reallocate one (1) Administrative Assistant to one (1) Administrative Services Coordinator.

The Rent Board approved the reallocation of an Administrative Assistant to an Administrative Services Coordinator for the Rent Program on June 18, 2025, which will not increase their number of positions and have a fiscal impact of approximately $13,930 for the fiscal year. The approved reallocation was not included in the position control document approved with the City budget. Therefore, this position must be added to position control by City Council action, which will document for the administrative record and permit the Finance Department to effectuate the modification to position control.

Currently, the Rent Program Department is authorized for fourteen (14) Full-Time Equivalent positions and is set to receive a subsidy of $299,373 for the current Fiscal Year (FY) 2025-26.

The Human Resources Department recommends revisions to the Rent Program's position control to facilitate the reallocation of the Administrative Assistant position to an Administrative Services Coordinator position. This reallocation has received approval from the Rent Board and aligns with the adopted budget. Importantly, this change will not affect the subsidy provided by the General Fund.

VOCATIONAL CONSTRUCTION BUILDING INSTRUCTOR

Human Resources is seeking City Council approval to reallocate one (1) Workforce Program Manager and one (1) Workforce Specialist to create two (2) Vocational Construction Building Instructor positions for the Richmond Build Program.

The Employment and Training Division intends to hire two (2) instructors for the Richmond Build Program. This role, which has been previously occupied by contractors under the supervision of the Workforce Program Manager, aims to transition into permanent, full-time positions with benefits.

The decision to reallocate the Workforce Specialist and Workforce Program Manager roles was driven by the assessment that the current employment programs have sufficient staffing to fulfill operational requirements. Additionally, the responsibilities traditionally held by the Workforce Program Manager have now been integrated into the newly established classification of Contract Management Coordinator, with these duties transitioned to the Finance Department. Recruitment for this position is currently underway and is anticipated to be completed within the next few months.

TREE TRIMMER

At the FY 24-25 budget, City Council approved two positions “To be Determined” to serve as placeholders for the Tree Trimmer classification. The classifications were adopted by the Personnel Board on July 24, 2025; therefore, the City is bringing forth the established job title to amend the placeholders within position control.
