FINANCIAL IMPACT: The eighth amendment proposes to increase the monthly rent amount by $151.65 from $2,810.54 to $2,962.19.
The proposed monthly expenditure of $2,962.19 will be
funded yearly from the approved fiscal year budget of the Hilltop Landscape Maintenance District Operational
Budget (Account String: 11233731-400536).

STATEMENT OF THE
ISSUE:
The Public Works Parks and Landscaping Maintenance
Division is requesting authorization to approve the eighth amendment to the month-to-month lease with North
Richmond Properties, Inc. for office trailers and yard
space to store containers and landscaping equipment.
RECOMMENDED ACTION:

DISCUSSION:
In 2015, the Public Works Department began a lease with North Richmond Properties, Inc. for equipment storage space at 2801 Giant Road for the use by the Parks and Landscaping Maintenance Division (Parks). The leased location proximity to the Hilltop District greatly improved the efficiency of the Parks & Landscaping Maintenance Division by reducing the travel time associated with transporting equipment from the Parks Yard located at 3201 Leona Avenue to the Hilltop District area, enabling City staff to spend more time in the field.
In April 2019, Parks Hilltop operations had to vacate the office trailer they occupied in the parking lot at Hilltop Mall. Parks operations sought and were approved by a lease amendment additional space at the North Richmond Properties location and now occupy two office trailers.
On June 25, 2024, the City Council approved a Seventh Lease Amendment with North Richmond Properties, Inc., in a total amount not to exceed $33,726.48, for a month-to- month lease ($2,810.54 per month) with a one-year term. The approved term and expenditure authority were set to expire on June 30, 2025.
To address the pending expiration, on May 20, 2025, the City Council approved an agenda item to extend the lease term by five years, through June 30, 2030, and to increase the not-to-exceed amount by $404,718. At that time, no rent increase or lease amendment was proposed by the landlord.
On July 2, 2025, City administrative staff received from the landlord a proposed Eighth Lease Amendment, requesting a rent increase of $151.65 per month, from $2,810.54 to $2,962.19 (Attachment 1).
To avoid disruption to ongoing operations and ensure timely lease payments, the Parks and Landscaping Maintenance Division is requesting City Council authorization to enter the Eighth Lease Amendment with North Richmond Properties, Inc., to continue the month-to-month lease agreement at the new monthly rental rate of $2,962.19 starting September 1, 2025.
