AUTHORIZATION
Cutting Blvd. and Harbour Way South Sewer Relief

Activity Classification
(Check applicable)
RE.xxxx
This project was borne out of a sanitary sewer capacity issue. The corridor within Cutting Boulevard between S. 23rd Street and Harbour Way South in the City of Richmond has been problematic in the past and a cause for sanitary sewer overflows (SSOs) due to insufficient capacity. This issue was identified in the 2019 Master Plan, and addressing it is part of the Baykeeper Agreement. This project is meant to provide relief to the exis ting infrastructure and potentially mitigate SSOs in the area. The relief sewer will divert surcharged flow at upstream manhole G11MH1244 during peak wet weather flow events.

The diversion was designed to maintain flow within the existing sewer pipeline during dry weather and less severe wet weather events. This Task Authorization (TA) describes services required for the following pipeline upgrades within Cutting Boulevard between S. 23rd Str eet and Harbour Way South:
• Approximately 3,700 lineal feet of new 30-inch diameter relief sewer within Cutting Boulevard installed via open cut trench along with post-construction CCTV of the new pipeline.
• Construction of new and modification of existing sanitary sewer manholes along with backfill and compaction. • Cleaning and CCTV of the existing 24-inch interceptor using NASSCO PACP and pavement reconstruction.

The City advertised this project on PlanetBids on 03/03/2025; (6) bids were received on 04/08/2025. All bids have been evaluate d by the City and Veolia.

The lowest responsive bidder is Bay Pacific Pipelines. Additionally, the project's Engineer of Record, V.W. Housen & Associates , will provide Engineering Services During Construction (ESDC). The City's preferred and approved vendor, Questa Engineering Corp., will perform testing services on the project.

Bay Pacific Pipelines bid, V.W. Housen & Associate's proposal, and Questa's proposal are attached with their respective amounts provided below. A placeholder amount for public outreach in the amount of $50k is also included in this TA. The total authority requested is $3,623,070.78, which includes a

16.5% Veolia markup.

Pursuant to Section 11.6 of the Agreement between the City and Veolia, interest will accrue on amounts not paid within 30 days of the issuance of an invoice from Veolia to the City.

Subject: Request for Budget Augmentation for Cutting and Harbour Way Relief Sewer Project Design and Engineering Services During Construction
Dear Mr. Vijay:

On May 22, 2022, V. W. Housen & Associates (VWHA) submitted a proposal for support for various tasks in support of Master Plan implementation. This proposal included $62,268 for survey and utility research for the Cutting and Harbour Way Relief Sewer project. On August 22, 2023, we submitted a second proposal for the remainder of the design tasks needed to produce bid-ready documents for the Cutting and Harbour Way project. The estimated 2023 design cost was $223,956, for a total proposed design fee of $286,224.

During the project, several items increased the design cost by $70,000, for a total design cost of $356,224.

This amount remains less than 5 percent of the estimated construction cost. The additional costs involved the following:
1) Elevated expenses for survey and geotechnical subconsultants 2) Additional potholing to locate an EBMUD water crossing, and to coordinate with a concurrent water pipeline project in process by EBMUD
3) Design changes required to accommodate new information about the crossing water line In addition, the 2023 proposal included $44,784 for engineering services during construction (ESDC). We have estimated a new cost of $180,636 for ESDC and as-built drawings as shown in Table 1. This revised estimate requires a budget augmentation of $135,852. The cost for ESDC and as-built drawings is 2.4 percent of the estimated construction cost.

In total, we respectfully request a budget augmentation to the 2023 Cutting and Harbour Way design fee of $205,852, for a total project cost of $474,592 as shown in Table 2.

Thank you for your consideration. Please let me know if you have questions or need additional information.

Sincerely,
V. W. Housen & Associates

Vivian Housen, P.E.
