Thank you for participating in the bidding process for the 2025 Paving Project – Rubberized Cape Seal.
Following a comprehensive review of your submitted bid, it has been determined that the proposal does not meet the requirements set forth in the project’s bid documents. Specifically, your bid indicates an intent to provide trucking support services as a subcontractor, rather than to assume responsibility for the full scope of construction work required under the contract.
Pursuant to California Public Contract Code Section 1101, a bid is deemed non-responsive if it fails to conform to the essential requirements of the invitation for bids. Because performance of the full construction scope is a material requirement of this project, your bid has been classified as non-responsive and is therefore disqualified from further consideration.
