DISCUSSION:

Richmond Housing Authority (RHA) previously entered into a landscaping services contract with Pacific Site Management, which has expired. To ensure continuity of essential services and to secure the most competitive pricing, a new Request for Proposals (RFP) for landscaping services was released on April 24, 2025 (Attachment 1). A total of 19 prospective bidders downloaded the RFP and 6 bids in response to the RFP (Attachment 2). One bidder, BWD Gardens, was disqualified by RHA staff for not submitting a complete bid packet.

The bids were evaluated by a committee consisting of one RHA staff member, one Parks Department member, and one Community Development Department member.

The evaluation criteria for the proposals were as follows:
 Quality of Proposal: 5 points
 Approach and Understanding: 25 points
 Experience: 25 points
 References: 5 points
 Proposed Cost: 40 points
The scoring for the five remaining bidders is as follows (Attachment 3):

Bidder Scorer 1 Scorer 2 Scorer 3 Total

Brightview Landscape 90 60 90 240 80

Cypress Landscape 80 85 70 235 78.3
Nieto Landscaping 63 56 31 150 50
Brightview Landscape Services, Inc. received the highest average score of 80 points.

Their proposal highlighted their extensive industry experience, and quality control measures, including regular site assessments (Attachment 4).

The scope of services, as outlined in the RFP, includes comprehensive landscaping maintenance which encompasses Nystrom Village common areas, individual unit backyards, and the Hacienda Excess Lot. RHA currently has 35 vacant units at Nystrom Village that require ongoing maintenance, and this number may fluctuate, which will directly impact the variable portion of the contract cost.

The proposed annual fixed rates and fees from Brightview Landscape Services for the core areas are as follows:

Page 3 of 3 ends

August 26, 2025
Service Annual Pricing
Nystrom Village Common Areas $95,124.00
Hacienda Excess Lot $5,880.00
The total fixed cost for the two-year contract for these core services is $202,008.00 [($95,124.00 + $5,880.00) * 2 years].

Additional services for occupied and vacant backyard landscaping are offered on an as- needed basis at the following rates:

Service Rate Per Instance
Occupied Backyard Landscaping $27.00
Vacant Backyard Landscaping $20.00
To estimate the total cost including variable services, City staff assume a monthly service frequency for the current 35 vacant units and an estimate for occupied units requiring service:

Variable Service

Estimated
Frequency
Estimated

Monthly
Cost
Annual
Cost
Two-Year
Cost
Vacant Units Monthly 35 $700.00 $8,400.00 $16,800.00
Occupied Units Monthly 10 $270.00 $3,240.00 $6,480.00
Total Estimated
Variable Cost $970.00 $11,640.00 $23,280.00
Therefore, the total estimated two-year contract cost, including both fixed and estimated variable services, is approximately $230,000.00 (rounded from $225,288.00) (Attachment 5). This contract will be for an amount not to exceed $230,000 and is set to begin on August 27, 2025, and terminate on June 30, 2027.

Consequently, City staff is requesting the Board of Commissioners adopt a resolution approving a contract with Brightview Landscape Services, Inc. for landscaping services at Nystrom Village and Hacienda Excess Lot (Attachment 6).
