DISCUSSION:

Background
The Cafeteria Building also known as Building 23 was part of Shipyard No. 3, which is now known as the Point Potrero Marine Terminal (PPMT). The Shipyard was built between 1941 and 1942 by Henry J. Kaiser during World War II and employed thousands of workers and produced over 747 vessels as part of the war effort. The Cafeteria Building was built in September 1943 and is considered a contributing historical structure, one of five historic structures within the Shipyard No. 3 at PPMT, that is listed in the National Register of Historic Places and part of Rosie the Riveter World War II Home Front National Historical Park, a historic district created by an Act of Congress (Public Law 106-352). The Cafeteria Building served hot meals for officials, supervisors, and exempt employees during the operation of the Shipyards.

The Cafeteria Building has been unoccupied for approximately fifteen years, leaving the exterior and interior of the building in deteriorating condition. Short periods of occupancy over the past few decades have altered the Cafeteria Building’s interior with non- original, non-historical ceiling material, tiles, floor, doors, and walls. In 2023, the Port of Richmond (Port) worked with Public Works Department (PW) to budget a capital improvement project: Historic Cafeteria Building WWII Richmond Shipyard No. 3.

Maintenance and Winterization Project that was approved by City Council on October 3, 2023.

This project is being delivered in a phased approach, and one outstanding deliverable is to assess and evaluate the structural conditions of the Cafeteria Building. PW has procured this contract with a vendor; however, the Port must clear the building of unnecessary content in preparation for an architectural assessment.

The Port tested the building interior material for hazards in preparation for this demolition work through a contract with Applied Materials & Engineering Inc. (AME).

This included testing of ceiling material, tiles, temporary walls and other components inside the building for asbestos and lead. In April 2025, AME provided a final hazardous report of the findings within the building. Asbestos was detected in the floor tile and mastic (adhesive), and lead was detected in the paint on the walls, windowsills, and ceiling drywall within the building.

The selective interior demolition is needed to remove the Cafeteria Building’s non- original, non-historical ceiling material, tiles, floor, doors, walls, and other material that is not original to the interiors of the building. In May 2025, a Request for Proposals (RFP)

for the Cafeteria Building for selective interior demolition was posted using the City’s procurement system (Attachment 2). AME’s final report was included in the RFP as Appendix D – Hazardous Materials Report. On June 9, 2025, the Port held an on-site inspection where prospective vendors were allowed to inspect the site located at 1333 Canal Boluvard. Seven prospective bidders attended the onsite inspection. On June 26, 2025, the Port received five proposals from the contractors listed below.

Contractor’s Name Location Bid Value
Lg Engineering Richmond $ 93,850
Greentech Industry, Inc. Pleasant Hill $ 113,000
New Century Construction & Consulting Inc Turlock $ 202,800 Top Line Engineers Inc Hayward $ 237,400
Resource Environmental, Inc. Cerritos $ 538,000

The lowest bidder was Lg Engineering at $ 93,850; however, they were deemed non- responsive, and not a responsible bidder due to their failure to present a bid bond and supporting materials, as requested in the Instructions to Bid in the RFP.

Upon review of the proposals, Greentech Industry, Inc. was deemed by City staff to be the lowest, responsive, responsible bidder with the Selective Demolition value of $98,000 and the supplemental work allowance of $15,000, for a bid total of $113,000.

The Port seeks to award a contract agreement to Greentech Industry, Inc. for a term ending June 30, 2026 (Attachment 1).

The order of work for Greentech Industry, Inc. includes:
 Prepare submittals for all products used in construction of the project  Procure all materials, equipment, power, water needed for construction  Mobilize equipment and materials on the site
 Field walk with authorized City representatives to determine demolition limits  Mark walls for demolition, no demolition to commence without Port approval  Remove interior non load bearing walls
 Remove non original ceiling tiles and protect existing tiles as shown on A-2 (Attachment 3)
 Remove and salvage all original lights as shown on sheet A-2 (Attachment 3)  Complete additional hazardous materials testing once demolition is completed

Additionally, the Port has submitted a permit application for the demolition work at the Cafeteria Building, including a historic structure report and evaluation to the Community Development Department. The Port believes this work is consistent with the Secretary of the Interior standards for the treatment of historic properties.

Conclusion
The Cafeteria Building at PPMT is a historically significant structure facing urgent maintenance and rehabilitation needs. The intent is to clear the building of unnecessary content in preparation for an architectural assessment. The Port desires to grow its industrial and marine operations while preserving its historic integrity.
