Bicycle and Pedestrian Connectivity Project in a not-to- exceed amount of $254,665; and (3) AUTHORIZE the
director of Public Works, or their designee, to approve any change orders or amendments, if necessary, in an
amount not-to-exceed $38,335, with a term beginning
upon execution and ending December 31, 2027 – Public
Works Department (Janney Lockman 510-307-

DISCUSSION:

The Downtown Point Richmond Bicycle and Pedestrian Connectivity Project will improve bicycle and pedestrian access and safety throughout downtown Point Richmond, implementing high-priority recommendations from the 2021 Richmond Ferry to Bridge to Greenway Complete Streets Plan and the 2023 Bicycle and Pedestrian Action Plan.

This project has previously been awarded $178,400 through the Metropolitan Transportation Commission’s Transportation Development Act Article 3 (TDA) grant, and $241,000 through the West Contra Costa Transportation Commission’s Subregional Transportation Mitigation Program (STMP) for design and construction.

On March 25, 2025, Richmond City Council adopted Resolution 28-25 to apply for the Housing Incentive Pool Grant (HIP) for the remaining funding needed for this project and was subsequently awarded a grant in the amount of $1,078,000.

On March 26, 2025, Public Works issued a Request for Proposals (RFP) seeking qualified engineering firms to provide professional engineering & design services to prepare plans, specifications, and estimates for the Downtown Point Richmond Bicycle and Pedestrian Connectivity Project (Attachment 1).

City staff received two proposals from qualified engineering firms. A panel of staff members reviewed the proposals and interviewed both firms. Selection criteria included approach to the project, related projects that the firm has worked on, firm qualifications, and the skillset of the project team.

The panel identified CSW-ST2 as the best fit for engineering and design services for this project, based on the firm’s approach to community engagement, familiarity with the project and the Point Richmond neighborhood, and technical expertise.

The evaluation results are summarized below:

This resolution will allow the City to enter into a contract with CSW-ST2 to complete the design services, for an amount not to exceed $254,665. This resolution would also allow the Public Works Director or their designee to approve, if necessary, any change orders or amendments in an amount not-to-exceed $38,335 for contingency (approximately 15% of the $254,665 contract amount) (Attachment 2).

If the City Council adopts this resolution, a contract with the selected firm can be executed, and work can begin shortly after. Public Works staff will work with the selected consultant to begin data collection, utility investigations, and community outreach to inform project design. The project budget includes three (3) community workshops to receive input from community members throughout the design process.

Anticipated Project Timeline:
 October 2025 – Project Kick-off
 November 2025 – February 2026 – Data Collection & Analysis; Outreach begins
 January 2026 – December 2026 – Engineering and Design, Construction Plans  December 2026-February 2027 – Bid for Construction
 March 2027 – March 2028 – Construction

City staff recommends that the City Council adopt a resolution to accept and appropriate the HIP grant, and to authorize execution of a contract with CSW-ST2 in an amount not-to-exceed $254,665, and authorize the Public Works Director to approve a contingency amount up to $38,335 (Attachment 3). This will allow the project’s design phase to begin, including data collection, stakeholder engagement, utility coordination, and preparation of plans, specifications, and estimates.
