DISCUSSION:

On July 6, 2021, the City Council awarded a construction contract to W.R. Forde Associates, Inc. for the California Active Transportation Program (ATP) Quick Build – Cutting, Hoffman, and Harbour Way South Cycletrack Project in an amount not to exceed $1,783,969.00, including contingency. The project was funded by the California Active Transportation Program (ATP) and Senate Bill 1 (SB1) local funds.

The project scope included installation of Class IV, two-way protected cycletrack on segments of Hoffman Boulevard, Cutting Boulevard, West Cutting Boulevard, and Harbour Way South. These improvements closed a critical gap in the City’s active transportation network, providing a continuous connection from the Richmond Ferry Terminal to the Richmond-San Rafael Bridge via the Richmond Greenway.

Design work was completed in coordination with the Ferry to Bridge to Greenway Complete Streets Plan and was consistent with the Richmond General Plan 2030.

Construction included protected bike lanes, delineators, pavement markings, and intersection upgrades to enhance safety and visibility for cyclists and pedestrians.

Three change orders were executed during construction to address unforeseen field conditions and to ensure compliance with current accessibility and safety standards.

The final project costs included the following:

A. Construction Contract Amount .............................................. $1,621,790.00 B. Net Approved Change Orders ............................................... $354,512.70 C. Design, Construction Management, Inspection,
Project Management, Testing & Miscellaneous Expenses ......... $559,621.44 Total Project Cost ......................................................................$2,535,924.14

The cycletrack improvements provide approximately 2.5 miles of protected bicycle infrastructure, significantly enhancing safety and access for cyclists and pedestrians.

The project was completed within the approved budget and consistent with the timeframe established in the contract.

As all construction items have been completed and inspected, City staff recommends that the City Council adopt the resolution accepting the project as complete, directing the City Clerk to record the Notice of Completion with the Contra Costa County Recorder, and authorizing release of the contractor’s bonds and retention payment.
