AGENDA
REPORT
September 16, 2025
The City and East Bay Regional Park District (EBRPD) have been working cooperatively for years to implement the Point Molate Bay Trail Project. The 2.5-mile project consists of two segments equal in length of 1.25 miles. Segment A, which extends from the Richmond-San Rafael Bridge to Point Molate Beach Park, will be owned and maintained by EBRPD. A portion of Segment B, will be constructed at the Beach Park which is currently owned by the City of Richmond. Both entities have successfully applied for grants to fund the construction of each of their respective segments. On August 27, 2021, a Cooperative Agreement between the two entities was executed (Attachment 1).
The EBRPD Board of Directors awarded a construction contract to Carone and Company Inc. on June 17, 2025. The EBRPD and their contractor require access for the construction, reconstruction, operation, maintenance, and use of the future public trail. The proposed license agreement is for EBRPD to secure City’s permission to use a twenty-foot- wide portion of the land along the path of the trail. EBRPD may also use a portion of the Point Molate Beach Park paved parking area for staging. The area covered by the license agreement only consists of a portion of the Beach Park as identified in Exhibits A and B of the License Agreement (Attachment 2).
The term of the proposed License Agreement is twenty- five (25) years, beginning September 17, 2025, and ending September 16, 2050.
