A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND,
CALIFORNIA, AWARDING A CONTRACT TO R & S ERECTION OF
RICHMOND, INC., FOR COMMERCIAL ROLL UP DOOR AND AUTOMATIC
GATE REPAIR SERVICES, FOR A THREE-YEAR TERM IN A NOT-TO-EXCEED AMOUNT OF $225,000, WITH THE OPTION TO EXTEND FOR TWO
ADDITIONAL ONE-YEAR TERMS IN A NOT-TO-EXCEED AMOUNT OF $75,000
PER YEAR
WHEREAS, the City of Richmond operates multiple commercial roll up doors and automatic gates at municipal facilities, including Corporation Yard, Fire Stations, and other secured public works sites; and
WHEREAS, these systems require routine preventive maintenance, timely repairs, and code-compliant replacements to ensure operational reliability, public safety, and secure facility access; and
WHEREAS, the Public Works Department issued a Request for Proposals (RFP) for Commercial Roll Up Door and Automatic Gate Repair Services on April 17, 2025, through the City’s BidsOnline System, notifying 352 vendors and receiving four complete proposals by the submission deadline; and
WHEREAS, proposals were evaluated by three Public Works subject matter experts using the published criteria —Experience, References, Licensing & Compliance, RFP Response & Approach, and Cost—plus a Richmond Business Enterprise incentiv e, resulting in the following average scores:
R & S Erection of Richmond, Inc. – 88
Nor Cal Overhead, Inc. – 75
Electronic Innovations, Inc. – 74
D.W. Nicholson Corporation – 65; and
WHEREAS, based on these results, R & S Erection of Richmond, Inc. , was determined to be the most qualified and responsive bidder, demonstrating superior technical expertise, competitive pricing, and the ability to meet the City’s operational requirements; and
WHEREAS, staff recommends awarding the contract to R & S Erection of Richmond, Inc., for a three -year term in a not -to-exceed amount of $225,000, with the option to extend for two additional one-year terms in a not -to-exceed amount of $75,000 per year, subject to Department Head approval;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Richmond, California, that it hereby awards a contract to R & S Erection of Richmond, Inc., for Commercial Roll Up Door and Automatic Gate Repair Services for a three-year term in a total not-to-exceed amount of $225,000, with the option to extend for up to two additional one-year terms in a total not-to-exceed amount of $75,000 per year, and authorizes the City Manager or their designee to execute the contract and any necessary amendments.
