AGENDA
REPORT
September 23, 2025
RECOMMENDED ACTION:
ADOPT a resolution and APPROVE a purchase with
National Auto Fleet Group for one (1) 2026 Freightliner 114SD Plus Lowboy Tractor; and, two (2) 2026
Freightliner M2106 Plus Dump Trucks in an amount not-
to-exceed $735,690 - Public Works Department (Darin
Fitzpatrick 510-231-3044/Daniel Chavarria 510-620-
5478).
DISCUSSION:
The Public Works Department maintains a fleet of specialized vehicles essential for delivering city-wide services, including roadway maintenance, construction, and hauling operations. To maintain efficiency, several aging units must be replaced with equipment that meets current operational and regulatory requirements.
Following an evaluation of available procurement options, City staff identified National Auto Fleet Group as the most advantageous vendor for these purchases. National Auto Fleet Group holds a current Sourcewell cooperative purchasing contract (Contract #032824-NAF) for Class 4–8 chassis and cabs with related equipment, accessories, and services. This contract was competitively solicited and awarded by Sourcewell, ensuring compliance with the City’s procurement requirements under Richmond Municipal Code Section 2.52.330, Piggyback procurement. Such piggyback procurement allows purchases with a supplier or contractor for supplies, services, materials, equipment, vehicles, or apparatus underpricing and terms previously established by another public agency or non-profit association. City staff have confirmed that no local vendors can provide the product, that the originating agency’s solicitation remains the most advantageous, and that the City’s specifications and pricing fall within the required thresholds and that the contract is current.
The proposed purchases include:
One (1) 2026 Freightliner 114SD Plus Lowboy Tractor with Enoven upfit – $240,872.00 (Quote ID #3244HD)(Attachment 2).
Two (2) 2026 Freightliner M2106 Plus Dump Trucks with 15’ Enoven dump bodies – $494,817.60 (Quote ID #3245HD) (Attachment 3).
The combined total price for all three vehicles is $735,690.00. Pricing includes chassis, upfit, taxes, tire fees, and delivery. The Finance Department has reviewed and approved the Justification for Utilizing a Piggyback Contract (Attachment 4). By leveraging the Sourcewell cooperative agreement, the City is able to secure competitive pricing, avoid the delays of a separate formal bid process, and ensure vehicle configurations meet operational needs.
