STATEMENT OF THE
ISSUE:
City Council’s approval is required to amend the contract with Gallagher Benefit Services, Inc.
RECOMMENDED ACTION:
APPROVE a third amendment to the contract with
Gallagher Benefit Services, Inc. for an additional $50,000 for a total not-to-exceed amount of $150,000, with a term through June 30, 2026, to support employment outreach
and recruitment – Human Resources Department (Nickie
Mastay/Sharrone Taylor 510-620-6602).
DISCUSSION:
On September 28, 2021 the City entered into a contract with Gallagher Benefit Services (formerly known as Koff and Associates) with a payment limit of $50,000. The City and Gallagher entered into a first amendment, which increased the contract value by $50,000, making the total contract value not to exceed $100,000. The parties entered into a second amendment, which extended the contract term to June 30, 2026. This AGENDA

proposed third amendment would increase the contract limit by $50,000, for a new not- to-exceed amount of $150,000. With this amendment, the Human Resources Department can promptly assist departments and recruit for hard-to-fill and executive positions.
Gallagher Benefits Services (formerly known as Koff and Associates) will create brochures, source and evaluate candidates, and establish a pool of highly qualified candidates for employment. Utilizing Gallagher's expertise for recruiting hard-to-fill positions and executive roles will leverage their capabilities to conduct extensive candidate sourcing and screening while handling the interview and background check processes internally.
Of note, the City utilized Gallagher Benefit Services (formerly known as Koff and Associates) to recruit for hard-to-fill positions and is satisfied with the service delivery and the quality of the candidates.
