AGENDA
REPORT
(September 23, 2025)
RECOMMENDED ACTION:
APPROVE a contract with Jumpstart Mastery for on-site
3-day training sessions on de-escalation and crisis
intervention for an amount not to exceed $41,500, and for a contract term from October 1, 2025, to October 31,
2026 - Community Crisis Response Program (Sam
Vaughn 510-620-5404/Michael Romero 510-620-
6791/Joan Binalinbing 510-620-6531).
DISCUSSION:
The Community Crisis Response Program (CCRP) will function as an additional safety response tool in the City related to non-violent and non-medical low-acuity calls. CCRP Community Intervention Specialists also known as Reach Out with Compassion and Kindness (ROCK) responders will be delivering crisis services to the Richmond community The program will be comprised of extensively trained mobile community responders who can respond in a respectful and non-stigmatizing manner.
An integral part of the training curriculum for ROCK responders is de-escalation and proper crisis intervention techniques. JumpStart Mastery’s Advanced Crisis Intervention Training (ACIT) is a proprietary, method-based approach to verbal de-escalation and crisis intervention. It has been specifically developed and refined by industry experts, including former commissioners and executive chairs in behavioral health, and psychiatric care and services (Attachment 1).
After a thorough search, CCRP staff determined that Jumpstart Mastery was able to provide the intensive and foundational training that ROCK responders would need in order to be well-equipped in delivering mobile crisis response services. No other provider offers this specific methodology, which is uniquely tailored to the needs of the crisis response workforce. ROCK responders will gain not only theoretical knowledge but also practical, demonstrable skills that can be directly applied in high-risk behavioral health scenarios (Attachment 2).
CCRP staff is seeking approval of a contract with Jumpstart Mastery to provide a 3-day training for ROCK responders in Alternative Crisis Intervention for a term from October 1, 2025, to October 31, 2026, for a contract amount not to exceed $41,500.00 (Attachment 3).
