DISCUSSION:

The Richmond Police Department (RPD) is seeking City Council approval to enter into an Interagency Agreement with the Contra Costa County District Attorney’s Office (CCCDA) to support human trafficking investigations. The agreement is effective from September 1, 2025, through September 30, 2026, with a payment limit of $14,517.

Under the agreement, the County will reimburse the City for eligible services rendered by RPD in alignment with the Service Plan, which focuses on the multidisciplinary investigation and prosecution of human trafficking cases and the provision of victim- centered services.

This collaboration builds upon the federal and state model for Multidisciplinary Anti- Human Trafficking Task Forces, which emphasize joint efforts between local and federal law enforcement, prosecutors, and victim service providers. The roadmap for such task forces outlines four primary areas of function: (1) internal foundations and collaboration; (2) case operations; (3) data collection, reporting, and assessment; and (4) public engagement, awareness, and training. The partnership will help RPD strengthen each of these areas by providing dedicated funding and a formalized framework for participation in the County’s coordinated anti-trafficking initiative.

RPD’s role will include victim-centered and trauma-informed investigations, proactive case development, coordination with prosecutors, and engagement with a network of service providers to ensure comprehensive care for trafficking victims. The County’s financial support through this pilot funding project will offset costs associated with personnel, investigative resources, and coordination efforts. The agreement also requires compliance with established protocols for confidentiality, data sharing, and interagency coordination, ensuring that all parties adhere to consistent, survivor-focused practices.

By approving this agreement, the City Council will enable RPD to enhance investigative capacity, improve outcomes in trafficking prosecutions, and expand victim services without additional strain on the City’s general fund. The partnership reinforces RPD’s commitment to a collaborative, evidence-based, and victim-centered approach to addressing human trafficking in Richmond and across Contra Costa County. This initiative is consistent with City priorities for public safety, interagency cooperation, and the protection of vulnerable populations.
