STATEMENT OF THE
ISSUE:

Breast cancer is one of the leading health crises
impacting women and families, touching every culture,
every generation, and every community—including
Richmond. Far too many lives are lost because the
disease is detected too late, and for those who survive, the journey does not end with treatment. Survivors
continue to carry lasting physical, emotional, and
financial burdens that demand our recognition, support, and collective action.

This proclamation affirms the City of Richmond’s
commitment to stand with survivors, honor the lives lost, and promote the life-saving power of early detection
through mammograms and other screenings. By uplifting
the story of local survivor Farrah Green, the City also underscores the importance of education about risk
factors, age awareness, and survivorship.

DISCUSSION:

October is nationally recognized as Breast Cancer Awareness Month—a time when communities come together to raise awareness, uplift survivors, and honor the memory of those lost. For Richmond, this is not just a symbolic gesture—it is a deeply personal reality. Breast cancer has touched the lives of our neighbors, our families, and our friends.

Early detection saves lives and regular mammograms and screenings are proven to catch breast cancer in its earliest stages when treatment is most effective. Education around risk factors, age-related vulnerabilities, and family history empowers residents to advocate for their health and seek care without delay.

Survivorship deserves support, like Richmond’s own Farrah Green reminds us that healing goes beyond remission. Survivors carry stories of courage, resilience, and advocacy that inspire others, but they also carry ongoing physical, emotional, and financial challenges. As a City, we have the responsibility to ensure they are seen, supported, and celebrated.

We proudly recognize the K Stewart Foundation for answering the call. Through unwavering outreach and fundraising efforts—especially their advocacy for access to reconstructive surgery that restores dignity and confidence—they stand as a powerful force, reminding survivors that they are never alone.

We remember the many lives cut short by breast cancer, Richmond pauses to honor their legacy. Their memory fuels our determination to fight harder, educate wider, and ensure fewer families endure this loss in the future.

By adopting this proclamation, the City of Richmond stands united in hope and action— empowering our community with knowledge, promoting equitable access to care, and

affirming that together, we can reduce the toll of breast cancer. This is more than awareness; it is a commitment to life, healing, and justice in health.
