Dear Mr. Johansson:
Subject: Letter of Intent – Cooperative Implementation Agreement (CIA) for Trash Reduction Project
The City of Richmond (City) has engaged in several discussions with Caltrans District 4 regarding the design and construction of several large trash capture devices and the potential partnership opportunities between Caltrans and the City.
The City has identified four (4) large full -removal trash capture sites that convey storm water runoff from significant portions of Caltrans right-of-way in our service area (approximately 67 acres). The completion of these projects will achieve trash removal goals for contributing upstream right -of-way owned by Caltrans and also providing separate trash capture control for the City. The City requests Caltrans funding to construct these four projects.
The project details and benefits are summarized in Table 1 below as well as the attached figures.

[a] Significant Trash Generating Area
[b] The 7th St. GSRD is an existing device that has already been installed in the City. However, due to frequent vandalism, the device is currently non-operational. The goal of including this site is to work with Caltrans to redesign and repair the GSRD, including additional fencing and/or other measures to prevent future vandalism. [c] Gross Solids Removal Device
The City intends to apply for and enter into a Cooperative Implementation Agreement (CIA) with Caltrans for the design and installation of the proposed trash capture device sites. In addition to complying with trash capture requirements, the trash capture devices selected by the City may also capture other total maximum daily load (TMDL) pollutants of concern, providing additional benefits.
