monitoring services for the Terminal Four Wharf, Warehouse, and Piling Removal Project (“Project”) located at 2055 Stenmark Drive, Richmond (Attachment 1).

The Project received permits from the Bay Conservation and Development Commission (BCDC), State Water Resources Control Board, U.S. Army Corps of Engineers, and National Marine Fisheries Service. The BCDC permits requires certain long-term monitoring to be completed for the Project. The scope of services covers the monitoring period from 2025 through 2030 and will support regulatory compliance, habitat success evaluation, and shoreline protection performance.

Consultant Selection Process

On June 27, 2025, the City issued a Request for Proposals (RFP) for Long-Term Environmental Monitoring Services for the Terminal 4 Wharf, Warehouse, and Piling removal Project. The RFP was posted on the City's BidsOnline System, and 1227 vendors were notified (Attachment 2). Of the firms that were notified, 61 firms downloaded the RFP, and 3 firms responded. The responses were reviewed by a panel consisting of staff from Community Development, Public Works, and the State Coastal Conservancy. Cinquini & Passarino, Inc. was the highest ranked team and recommended to complete the scope of work (Attachment 3).

Proposals were evaluated based on the relevant experience with similar long-term monitoring projects, the qualifications of the project team, the proposed methodology, and adherence to the parameters outlined in the RFP.

SYNERGISTIC POLICIES:

The Project aligns with General Plan 2030 Goal CN1 “Preserved and Restored Natural Habitat and Biodiversity” which call for the City to “Continue to preserve and restore natural habitat and associated plants and wildlife including wetlands, baylands, riparian areas, oak woodlands and other sensitive biological resources. Take restoration efforts such as controlling invasive species, re-establishing natives, daylighting creeks and reclaiming priority conservation areas in order to maintaining critical habitat and biodiversity. Carefully balance natural lands, habitat and protection of multiple species with the need to accommodate development.”

The Project was mostly funded by grants received from the State Coastal Conservancy and the San Francisco Bay Restoration Authority and intended to improve the Bay and its biodiversity.
