DISCUSSION:
Police Department staff are seeking a three-year sole source contract with STAND! For Families Free of Violence, with an option for a mutually agreed upon two-year extension, that will allow the City to continue partnering with this community-based nonprofit organization dedicated to interrupting, addressing, and preventing domestic and intimate partner violence (Attachment 1). STAND! is the only comprehensive shelter-based domestic violence service agency that serves all members of the family in Contra Costa County.
STAND! has been a partner to all police agencies in Contra Costa County since 2001, but STAND!’s history stretches back to the 1970s and has been instrumental in shaping a coordinated effort amongst all agencies to stop family violence (Attachment 2). The Richmond Police Department has worked with STAND! in a variety of capacities and is pleased with the services STAND! renders. The nonprofit organization provides critical services, helping counsel victims, witnesses, or related family members dealing with domestic violence. The West Contra Costa Family Justice Center (FJC) is a strategic hub designed to give victims immediate care and support from advocates like STAND!, and it also houses the Richmond Police Department’s detectives with the Special Victim’s Unit (SVU).
The annual contract amount of $67,567 consists of two components: (1) a $20,000 annual fee for the use of STAND!’s Lethality Assessment Protocol (LAP), and (2) $47,567 to support a 0.5 full-time equivalent Domestic Violence Advocate embedded at the Family Justice Center (FJC). The $47,567 continues to be allocated toward this position. In addition, the Richmond Police Department will issue a one-time payment of $47,567 to cover services that were provided but not invoiced before the close of Fiscal Year 2024-25.
