AGENDA
REPORT

Richmond Police Department (RPD) staff endeavors to maintain the industry standard for physical fitness and gym equipment by replacing damaged, dangerous, and broken equipment. By updating and replacing the old equipment, RPD staff aim to promote the wellbeing of their officers both mentally and physically. RPD staff believe having updated equipment will help promote gym use by its sworn officers and help to reduce the number of injuries sustained by officers on the job and assist in the quick return to work in the event an officer is injured.
The RPD staff is employing a piggyback justification to procure equipment from Pacific Fitness LLC, a designated distributor for Precor Fitness products (Attachment 1). This procurement is facilitated through an approved contract listed on the Sourcewell cooperative agreement site utilized by the City of Richmond (Attachment 2). According to Richmond Municipal Code 2.52.330, piggyback procurements are permissible if certain conditions are fulfilled, such as obtaining the same pricing and ensuring the solicitation remains current. The RPD staff is in a unique position where limited personnel can initiate formal solicitations. Given that many staff members are currently working overtime or on leave, it has been determined that utilizing the piggyback procurement process is in the best interest of the City for the aforementioned reasons, thereby conserving staff time and resources.
On December 21, 2022, the City of Richmond Police Department staff received notice that funding from the Board of State and Community Corrections would be forthcoming and can be used for purchases of products and/or services that would help support the well-being and mental health of sworn police officers. Council approved the acceptance of grant funds on April 18, 2023, which allowed police department staff to purchase wellness items. The City has purchased various items used throughout the building to support the well-being of officers and create a culture of support and teamwork (including a relaxation room, physical therapy equipment, and a shared outdoor cooking area for team events).
RPD staff recommend approval of this purchase by City Council to approve the purchase of this equipment before the grant cut-off date, December 1, 2025 (Attachment 3). Originally, RPD staff had identified a service that would supposedly support the physical wellness of its officers, but the services provided by the vendor fell short of the expectations of staff and was cancelled, leaving the purchase of new gym equipment as the most viable option, which will be used for many years.
