AGENDA
REPORT
November 4, 2025
DISCUSSION:
The City of Richmond has established a small pool of temporary staffing agencies to address critical staff shortages, manage short-term employee absences, and facilitate special projects. Contracts have been entered into with TemPositions and AppleOne to deliver these essential services.
Over the past several years, the City has effectively utilized these temporary agencies to maintain uninterrupted service delivery when faced with unexpected staffing shortages. These agencies are adept at swiftly addressing immediate staffing needs by providing access to a pool of candidates. Furthermore, all candidates have undergone thorough vetting and screening processes, which significantly reduces the time, cost, and resources which expedite placement.
The Human Resources Department is seeking approval to increase the payment limits and extend the contract terms with these agencies to ensure ongoing access to on-call temporary staffing services.
RECOMMENDATION:
Approve contract amendments with TemPositions and AppleOne to increase the payment limit by $150,000 for the TemPositions contract and $90,000 for the AppleOne contract, for a total amount not to exceed $350,000 per contract and to extend the term of both agreements through June 30, 2027.
