DISCUSSION:

The Downtown Point Richmond Bicycle and Pedestrian Connectivity Project, a component of the 2021 Richmond Ferry to Bridge to Greenway Complete Streets Plan, seeks to enhance bicycle and pedestrian access and safety in downtown Point Richmond. The project implements high-priority recommendations identified in the 2023 Bicycle and Pedestrian Action Plan and was awarded $241,000 in Subregional Transportation Mitigation Program (STMP) funding from the West Contra Costa Transportation Commission (WCCTC) in 2021 (Attachment 1). Execution of the cooperative funding agreement was delayed due to limited staff capacity and departmental transitions within the City of Richmond. With staffing now stabilized, the City is prepared to advance the project, which continues to be a regional transportation priority.

On September 26, 2025, the WCCTC Board of Directors reaffirmed the allocation of STMP funding to the City of Richmond for the Downtown Point Richmond Bicycle and Pedestrian Connectivity Project. The Board also authorized the WCCTC Executive Director to execute a cooperative funding agreement with the City of Richmond enabling the City to move forward with project implementation (Attachment 2).

The WCCTC established its first transportation impact fee in 1997 through the Subregional Transportation Mitigation Program (STMP). These fees are authorized under Assembly Bill (AB) 1600, also known as the Mitigation Fee Act, which allows for the collection of fees to fund capital improvements that mitigate the effects of new development. The purpose of STMP is to ensure that new developments contribute their fair share toward regional transportation infrastructure projects. All projects are grouped into categories, including local street and intersection improvements, complete street projects, transit and station-related improvements, and freeway and interchange improvements. Richmond’s project advances complete street and active transportation goals and supports equitable access by serving a Community of Concern.

Approval and execution of the cooperative agreement will enable the City to request reimbursement from the West Contra Costa Transportation Commission (WCCTC) for design and engineering expenses associated with the Downtown Point Richmond Bicycle and Pedestrian Connectivity Project. The Subregional Transportation Mitigation Program (STMP) funding will support completion of the project’s design phase and position the City to pursue additional construction funding through forthcoming state and regional grant programs.

Anticipated Project Timeline:
 October 2025 – Project Kick-off
 November 2025 – February 2026 – Data Collection & Analysis; Outreach begins
 January 2026 – December 2026 – Engineering and Design, Construction Plans  December 2026 – February 2027 – Bid for Construction

City staff recommends that the City Council adopt a resolution to accept and appropriate the STMP funding and execute the agreement with WCCTC (Attachment 3).

Adoption will secure the $241,000 STMP allocation, advance the project into design, and ensure Richmond maximizes regional funding opportunities for its highest priority bicycle and pedestrian improvements.
