DISCUSSION:

On May 23, 2025, a fire severely damaged the guardrail on the Richmond Parkway bridge near Goodrick Avenue. Approximately 250 linear feet of guardrail, posts, and related safety components were destroyed, leaving the facility unable to provide adequate protection for motorists. Because the guardrail was destroyed, there was a significant risk that a vehicle could exit the roadway and travel down the embankment, creating a serious hazard in the event of an accident.

Because of the immediate hazard and the City’s duty to safeguard the public, repairs were classified as an emergency. Public Works staff solicited competitive quotes from W.R. Forde Construction, Inc. and Bay Hawk, Inc. W.R. Forde submitted the lowest bid and was selected based on cost, qualifications, and their status as an existing on-call contractor with the City.

In accordance with Richmond Municipal Code (RMC) §2.52.334, emergency procurements are permitted when there exists a threat to public health, welfare, or safety, provided that such procurements are made with as much competition as is practicable under the circumstances. The City Manager is authorized to approve contracts of $10,000 or less, while contracts exceeding $10,000 require City Council approval. City staff determined that this project met the definition of an emergency, and obtained quotes in compliance with the RMC. City Council approval of the contract amount ensures proper closeout and adherence to statutory requirements.

The approved scope of work included replacing approximately 250 feet of damaged guardrail and repairing the fence separating opposing travel lanes. The project was completed on August 8, 2025, in accordance with the emergency repair plan, fully restoring safety functionality to Parkway Bridge.

City staff now recommends that the City Council adopt a resolution formally accepting the Parkway Bridge Guardrail Replacement Project as complete and approve the contract with W.R. Forde Construction, Inc. in the amount of $42,740. Adoption of the resolution will allow staff to make final payment and close out the project.
