DocID #57015v1
RECOMMENDED ACTION:

execute Cooperative Agreement No. 28W.05 with the
Contra Costa Transportation Authority (CCTA),

DISCUSSION:
The Measure J Contra Costa County Ordinance appropriates 0.3 percent (%) of annual sales tax revenues to the West County Subregional Transportation Needs Program 28b). These funds are overseen by the West Contra Costa Transportation Advisory Committee (WCCTC) and are intended to provide flexible funding for local transportation priorities.
At its meeting on July 25, 2025, WCCTAC recommended the appropriation of $660,000 in accumulated Program 28b funds to its partner jurisdictions and transit providers to complete various transportation improvements.
The total $660,000 allocation is distributed among nine (9) entities, with the City of Richmond receiving the largest share based on the agreed-upon formula (Exhibit A of Cooperative Agreement 28W.05):
Jurisdiction Program 28b Allocation ($)
City of Richmond $180,000
Contra Costa County $60,000
City of El Cerrito $60,000
City of Hercules $60,000
City of Pinole $60,000
City of San Pablo $60,000
BART $60,000
AC Transit $60,000
WestCAT $60,000
Total $660,000
The Contra Costa Transportation Authority (CCTA), as the administering agency, will disburse the allocated funds through a formal cooperative agreement. CCTA has

prepared Cooperative Agreement No. 28W.05 to document the allocation and establish the terms and conditions, including the requirement that all funds be expended by July 1, 2027. The Cooperative Agreement formalizes this allocation and sets forth the terms and conditions for the use of the funds (Attachment 1). Key provisions include:
1. Funds are designated for projects identified in the Measure J Expenditure Plan or eligible under the Local Transportation Authority and Improvement Act.
2. Allocated funds must be expended by July 1, 2027.
3. Partner Jurisdictions must submit a form indicating how Program 28b funds were expended no later than September 1, 2027.
4. Funds may not be used for staff time unless it is directly related to a project funded by Program 28b.
Program 28b funds are intended to support “quick build” transportation improvements such as mitigation of sidewalk hazards, ADA ramp installations, bus stop accessibility upgrades, intersection daylighting, and other localized public safety enhancements.
City staff intend to primarily direct these funds toward a Programmatic Approach to sidewalk improvements. The chief application is expected to be sidewalk shaving as part of a broader City-funded effort to reduce trip hazards and improve pedestrian safety. This programmatic approach enables incremental, high-impact improvements across multiple corridors rather than limiting investments to isolated project boundaries.
Implementation priorities are expected to include, in order:
1. Locations identified in a historic backlog of documented sidewalk hazards
2. Frontages adjacent or pedestrian routes within City parks
3. Sidewalks along roadway corridors undergoing pavement or streetscape work
4. Routes fronting or leading to schools
5. High pedestrian traffic areas
6. Commercial corridors
While sidewalk shaving is anticipated to be the primary use of these funds, the City reserves the flexibility to apply Program 28b funds to other eligible quick-build transportation improvements as needs arise.
Staff recommend that the City Council adopt a resolution authorizing the City Manager to execute Cooperative Agreement No. 28W.05 between the City of Richmond and the Contra Costa Transportation Authority and accept and appropriate $180,000 in Measure J Program 28b funds (Attachment 2).
