DISCUSSION:

The City requires reliable, flexible, and responsive contracting capacity to address immediate construction, operational and maintenance demands including but not limited to minor construction, plumbing, mechanical, electrical, carpentry, concrete and masonry, roofing, flooring, glazing, demolition, hazardous material abatement, emergency and non-emergency repair, and other related work.

On-call general contractor service agreements provide the City with a broad range of construction and repair services and allow the authorization of work across multiple trades and disciplines in an efficient and timely manner, allowing projects to proceed without delay due to lengthy procurement processes.

On May 16, 2025, staff issued a Request for Proposals (RFP) seeking qualified and licensed general contractors to provide on-call general construction services. In response to the RFP, staff received seven (7) proposals (Attachment 1). A panel of public works staff members evaluated the proposals based on responsiveness, experience, qualifications, references, and ability to provide a range of on-call construction services. The panel identified six (6) general contractors as the most qualified and best suited to meet the City’s needs (Attachment 2).

The six (6) general contractors recommended for approval at this time are:

1. ATI Restoration, LLC

2. Bay Hawk, Inc.

3. Marinship Development Interest, LLC

4. SDM Construction

5. Surf to Snow Environmental Resource Management, Inc.

6. Yerba Buena Engineering and Construction, Inc.

These contracts will enhance the City’s capacity to respond quickly to facility and infrastructure needs, including emergency repairs, ADA improvements, safety upgrades, and routine capital maintenance. Public Works will manage the agreements to ensure adherence to City standards, budget limits, and bonding and insurance requirements (Attachments 3).

City staff recommends that the City Council adopt a resolution authorizing the City Manager or their designee to execute on-call general contractor agreements with ATI Restoration, LLC, Bay Hawk, Inc., Marinship Development Interest, LLC, SDM Construction, Surf to Snow Environmental Resource Management, Inc., and Yerba Buena Engineering and Construction, Inc., each in an amount not to exceed $1,500,000 over a three-year term from November 19, 2025, through November 20, 2028, with the option to extend each agreement for up to two additional one-year terms and $500,000 per year (Attachment 4).
