Organization, Experience, and Qualifications
A Proven Partner in Richmond's Public Works
Bay Hawk Inc. is a General Engineering Contractor incorporated in 1989. For over 30 years, it has served as a cornerstone in the City of Richmond's infrastructure resilience. As a small, locally rooted general contractor, we have built a reputation grounded in responsiveness, technical competence, and an unshakable commitment to the public good. From emergency sewer work to complex utility trenching, our partnerships with municipal agencies have endured because we deliver on time, on budget, and with integrity.

Our company specializes in emergency on-call services that cover a broad range of infrastructure needs. We have been the on-call emergency contractor for Richmond Housing Authority for the past 10 years.

We performed site concrete for Richmond Housing Authority at Triangle Court.

The work consisted of Tree Root Removal, Drainage, and Removal and Replacement of Concrete within the Courtyard.

In the past two years, we have completed over 150 concrete repairs and ADA Ramps for the City of Richmond. This work included the removal of trees, stumps, and roots, Arborous reports, removal, and replacement of City Sidewalk and Driveways, Traffic Control and Engineered Traffic Control Plans and Encroachment Permits.

Widespread Reputation Built on Long-Term Trust
One of the hallmarks of our company's success is our longstanding contract with the City of Richmond and the Richmond Housing Authority, which has spanned over a decade and a half. This tenure reflects more than just performance - it signals the trust we've earned in maintaining public safety and infrastructure under pressure. We are not just another contractor on call; we are the first call.

Proposed Approach and Methodology

1. Bidding: Methods Used by Bay Hawk Inc.

At Bay Hawk Inc., our bidding process is designed to ensure transparency, fairness, and competitive pricing — all while prioritizing long-term value over short-term savings. We adhere to a practical, experience-driven approach that allows us to respond swiftly and accurately to bid requests, especially for emergency and on-call public work. • Site Evaluation & Scope Analysis: We begin each bid by carefully reviewing the project scope and, when applicable, conducting a site visit to identify any special conditions or risks that must be factored into pricing. • Detalled, Iransparent Estimates: Our bids include itemized costs tor labor, materials, equipment, and contingencies. We do not submit artificially low bids that would compromise workmanship or delay completion.
• Best Materials, No Corners Cut: We only bid projects with the intent to use top-tier pipe, fittings, and installation materials. We never underspend on critical infrastructure components.
• Experienced Personnel: Our bids always factor in using the most experienced tradespeople available — individuals we know and trust from years of successful projects.
• Fast Turnaround on Emergencies: For emergency and on-call work, we maintain a rapid response bidding system with a streamlined review and submission process, ensuring we can mobilize quickly when time is critical.

2. Quality Control: Methods to Ensure High-Quality Workmanship Quality is the foundation of Bay Hawk's reputation. We ensure superior workmanship through a combination of experienced labor, premium materials, and rigorous oversight throughout every project.
• Skilled, Proven Labor: We only assign workers with a demonstrated track record of excellence. Many of our tradespeople have worked with us for years, and we know firsthand the quality they deliver.
