DISCUSSION:

The proposed second amendment to the contract with Pronto, Inc. (dba Infilla) supports the City’s ongoing efforts toward digital modernization, transparency, and housing production, aligning with recent State legislation and City Council priorities.

The Infilla Forum and Fee Calculator tools directly advance the City’s goals to streamline customer service, retain institutional knowledge, and ensure compliance with Assembly Bills (AB) 1820 and 3012, which require greater fee transparency and housing cost accountability. These tools help implement the City’s Digital Service Strategy, Housing Element Implementation Program (H-6: Streamlined Permit Processing), and the Economic Development Action Plan by improving consistency, accessibility, and efficiency within Planning and Building Division operations.

Since launch, Richmond has experienced strong early engagement with both tools, reflecting the same success seen in peer jurisdictions. The Forum has quickly become a trusted, searchable knowledge base—hosting hundreds of staff discussions and over a hundred public FAQs—while the Fee Calculator has demonstrated robust public use, confirming its value in supporting housing applicants and community transparency.

Across other city deployments—including San Francisco, Sonoma County, the New York City Department of Buildings, and El Segundo—Infilla’s platform has proven to enhance communication between staff and applicants by shortening feedback loops and establishing a transparent, shared source of truth. Agencies using the Forum report measurable reductions in repetitive inquiries and greater consistency in public messaging. Similarly, cities using the Fee Calculator, such as San Francisco and Mountain View, are leveraging it to meet State compliance requirements while transforming static fee schedules into dynamic, easy-to-navigate public tools.

Together, these digital solutions promote:
 Improved public access to planning information through the Forum’s searchable FAQs, reducing counter traffic and staff email volume.
 Accurate and transparent impact fee calculations, ensuring equity for applicants and compliance with State mandates.
 Operational continuity by capturing institutional knowledge and supporting consistent service delivery during staff transitions.
 Enhanced data-driven decision-making, as quarterly Forum reports highlight recurring code or policy questions that can inform future Municipal Code and General Plan updates.

By extending this contract, the City continues to build on a proven platform that not only advances Richmond’s internal efficiency and housing facilitation goals but also positions it among leading jurisdictions embracing modern, data-driven, and community-focused digital service delivery.
