DISCUSSION:

The City of Richmond’s solid waste and recycling services are provided by two agreements with Republic Services:

1. An exclusive Solid Waste Collection Franchise Agreement (Collection Agreement) managed by the City of Richmond; and

2. An exclusive Post-Collection Solid Waste Franchise Agreement (Post-Collection Agreement) managed by the West Contra Costa Integrated Waste Management Authority (RecycleMore).

The City of Richmond first entered into a collection franchise agreement with Richmond Sanitary Service (dba Republic Services) (“RSS”) in 1985. On July 1, 2025, the City and RSS entered into a new collection agreement (“Collection Agreement”) with RSS after completing a competitive procurement process. The Collection Agreement includes the collection of solid waste, recycling, and organic waste generated within City boundaries.

Beginning on July 8, 2025, through July 19, 2025, RSS incurred service interruptions affecting the collection of solid waste. Republic Services was in contract negotiations with the union representing some of Republic Services’ employees at Forward Landfill in Stockton. Those employees were engaged in a temporary work stoppage and picketing at other Republic Services Bay Area locations. As a result, there were temporary service delays for recycling and waste collection customers in the area.

In recognition of the inconvenience caused by the delay in collection services for most residential, some multi-family and commercial customers in the City in July 2025 and to resolve City claims arising from the work stoppage, RSS offered to provide a one-time credit to residential customers. The credit would be applied on or before the JanuaryDecember 1, 20265, RSS bill to residential customers. The amount of the one- time credits would be for the cost of collection services (Attachment 1, Exhibit A).
