Public Works
AGENDA
REPORT

DATE: December 16, 2025
TO: Mayor Martinez and Members of the City Council
FROM: Daniel Chavarria, PE, Director of Public Works
Robert Armijo, PE, Deputy Director of Public Works / City Engineer
Hillal Hamdan, PE, Senior Civil Engineer
Subject: Contract with Interwest Consulting Group, LLC for On-Call Construction Management Services
FINANCIAL IMPACT: Approval of this action authorizes as-needed construction management and inspection services in an amount not to
exceed $3,750,000 over the initial term (January 1, 2026 – June 30, 2028), with up to $2,500,000 in additional
authority available for the two optional one-year
extensions, for a total potential contract amount not to exceed $6,250,000.

No additional appropriation is requested at this time. All work will be authorized through individual task orders

STATEMENT OF THE
ISSUE:

The City anticipates a significant increase in capital
construction activity over the next three years but lacks sufficient in-house staffing to provide required
construction management and inspection services.

Without on-call support, capital improvement project
delivery may experience delays. City staff therefore seek approval of a standing on-call contract with Interwest
Consulting Group, LLC so that services can be
authorized as soon as projects are ready to proceed.

RECOMMENDED ACTION: ADOPT a resolution to APPROVE a contract with Interwest Consulting Group, LLC for as-needed construction
management and inspection services, in an amount not to exceed $3,750,000 over a period from January 1, 2026,
through June 30, 2028, with two optional one-year
extension years, for a total amount not to exceed
$2,500,000 for the extension period - Public Works
Department (Hillal Hamdan 621-1612/Robert Armijo 620-
5477).

DISCUSSION:

Public Works staff anticipate that approximately 35 capital improvement projects will begin construction over the next three years. These projects — funded by capital improvement funds, grants, bonds, and other project-specific sources — will require construction management and inspection services that exceed current in-house staffing capacity.

Additionally, unplanned repairs and emergency work will arise and require similar support.

To ensure adequate delivery resources, the City issued a Request for Qualifications (RFQ) for as-needed construction management and inspection services on March 7, 2025. The RFQ was posted on the City’s BidsOnline System for four weeks, notifying 1,243 firms.

Thirteen (13) firms submitted statements of qualifications, which staff evaluated based on demonstrated experience, personnel expertise, resource availability, quality control procedures, understanding of City needs, and compliance with the Richmond Business Opportunity Ordinance (Attachment 1).

On July 1, 2025, the City Council approved five firms as qualified to provide services and authorized staff to negotiate contracts with each. City staff have now completed negotiations with Interwest Consulting Group, LLC, and the contract has been reviewed for compliance with City contracting standards. Negotiations with the remaining firms are ongoing and those contracts will be presented to the City Council upon completion.

Under this contract, Interwest will provide services through individual task orders issued on an as-needed basis and only when eligible project funding has been identified. Approval of this contract is required at this time because the total authorization exceeds the City Manager’s purchasing authority. Proceeding now will ensure necessary construction management support is in place as multiple capital projects approach construction award.

This contract will provide timely access to qualified construction management professionals, reduce administrative burden associated with repeated consultant procurements, and help maintain schedule certainty for capital projects serving Richmond residents.

City staff recommend that the City Council adopt the resolution to approve a contract with Interwest Consulting Group, LLC, for on-call construction management services in an amount not to exceed $3,750,000, over the initial term, with two optional one-year extensions for a total additional amount not to exceed $2,500,000 (Attachment 2 and 3).
