DISCUSSION:
The Yellow Brick Road Project is a multi-phase pedestrian and bicycle safety program adopted by the City Council through Resolution No. 49-15 (2015), approving the Yellow Brick Road Walkable Neighborhoods Plan. The program focuses on improving safe routes to schools, parks, transit, and community services within the Iron Triangle neighborhood. Improvements include sidewalk and curb ramp upgrades, enhanced pedestrian-scale lighting, and other traffic safety enhancements intended to support walkability and equitable access to Elm Playlot and nearby public facilities. The supplemental street lighting component specifically addresses nighttime visibility along 8th Street between Ohio Avenue and Pennsylvania Avenue.
The Yellow Brick Road Supplemental Street Lighting Project (Project) includes the installation of approximately 92 new pedestrian streetlights on 8th Street between Ohio Avenue and Pennsylvania Avenue as part of the overall corridor safety improvements.
The construction contract with Nema Construction was approved on May 21, 2024, for an amount not to exceed $1,141,700. This amount included a ten percent (10%) contingency of $104,000 (Attachment 1).
During construction, City staff identified unforeseen and necessary scope additions, including removal and replacement of damaged concrete sidewalk and curb panels to maintain ADA accessibility, maintenance for existing street lighting systems, and installation of supplemental lighting at Elm Playlot. This work was not included in the original contract scope and is necessary to maintain accessibility standards and enhance safety within project limits.
The original $104,000 contingency has been fully utilized to address immediate field needs, and a contract amendment of $33,900 is needed to complete the remaining required repairs, including the relocation of one light fixture with a new foundation. This additional funding ensures the Project meets established City standards and supports timely construction closeout.
City staff recommends that the City Council adopt a resolution approving a contract amendment with Nema Construction in the amount of $33,900, establishing a revised not-to-exceed contract amount of $1,175,600 (Attachments 2 and 3). This additional funding will allow completion of the required corrective work and enable timely closeout of the Yellow Brick Road Supplemental Street Lighting Project. Any unspent balance upon completion will be returned to the General Capital Fund (Project 23032).
