RECOMMENDED ACTION:

ADOPT a resolution to APPROVE contract amendment
No. 2 with Macks Craic, Inc. dba Mack5 for construction management services for the Shields-Reid Park
Improvement Project in the amount of $110,000, for a
total contract amount not to exceed $797,700, with a
term ending December 31, 2026 – Public Works (Darcie
DeLashmutt 672-3944/Robert Armijo 620-5477).

DISCUSSION:

In December 2021, the City of Richmond was awarded $8,000,000 in grant funding through the State of California Department of Parks and Recreation’s Statewide Park Development and Community Revitalization Program (SPP) to renovate the southern portion of Shields-Reid Park (Attachment 1 and 2).

The project was identified as a community priority through extensive public engagement in 2020, with residents emphasizing improved safety, stronger cultural identity, enhanced recreation access, and activation of underutilized space. Construction in the southern 5.17-acre portion of the park is nearing completion.

On October 18, 2022, the City Council approved a sole source contract with Macks Craic, Inc. dba Mack5 for project and construction management services (Attachment 3). On June 18, 2024, the Council approved Contract Amendment No. 1, extending Construction Management services to align with the construction contractor’s schedule and support ongoing construction activities (Attachment 4).

As the project approaches completion, the project team has identified several additional improvements that can be completed using the remaining grant funds, including work that was not originally anticipated when the contract was approved. These additions, combined with construction duration impacts and the need to supplement geotechnical inspection services, increase the level of coordination, field oversight, and cost and schedule management required of Mack5. Contract Amendment No. 2 provides an additional $110,000 for these expanded construction management services and increases the not-to-exceed contract amount to $797,700. The amendment also extends the Construction Management support duration to terminate in September 2026 which will ensure that the project is delivered efficiently, and in compliance with State grant requirements (Attachment 5).

All funding for these services remains fully available within the existing State Parks SPP grant allocation, with no additional City funds required. City staff recommend that the City Council adopt a resolution authorizing Contract Amendment No. 2 with Macks Craic, Inc. dba Mack5 to provide the necessary services and support the on-time completion of the Shields-Reid Park Improvement Project (Attachment 6).
