SUBJECT: Proposal for Geotechnical Services During Construction Richmond Main Library Renovation
325 Civic Center Plaza
Richmond, California
Langan Project No. 750683800
Dear Alyson:
Langan CA, Inc. (Langan) is pleased to present this proposal to provide geotechnical services during the construction of the Richmond Main Library Renovation project at 625 Civic Center Plaza in Richmond , California. We previously performed a geotechnical investigation for the proposed project, and our conclusions and recommendations were presented in a report dated 9 May 2024. Since that time, we have provided geotechnical services during design of the project in accordance with our agreement dated 16 February 2024. Geotechnical services during construction were not included in the scope of services outlined in our agreement.
The renovation includes seismic upgrades, safety and security upgrades, full renovation of the building interior, exterior glazing system and roof replacement, and exterior site improvements , including a new trash enclosure . The seismic upgrades include the relocation and addition of several concrete shear walls within the building. The new shear walls will be supported on enlarged existing footings.
SCOPE OF SERVICES
During construction, we will review and respond to the geotechnical aspects of contractor RFIs and submittals and consult with the design and construction team on an as -needed basis.
In addition, we should be onsite to observe the construction of the geotechnical aspects of the project as the geotechnical engineer of record . These observations will allow us to compare actual with anticipated subsurface conditions and to check that the contractor’s work conforms to the geotechnical aspects of the plans and specifications. Specifically, we will provide:
• part-time observation and compaction testing during general site grading; • part-time observation of completed footing excavations; • part-time observation and compaction testing during placement of backfill in footing excavations and floor slab subgrade preparation;

• part-time observation and compaction testing of utility trench backfill; • part-time observation and compaction testing during subgrade preparation for exterior concrete flatwork and pavement;
• geotechnical laboratory testing (assumes 3 compaction curves); • consultation with the design team and attendance at meetings; • review and response to contractor RFIs and submittals.
We will provide special inspection letters for the geotechnical aspects of the project. We have assumed that we will provide two special inspection letters, one for site grading and one for footing installation.
FEE ESTIMATE
We propose to perform the described services on a time-and-expense basis in accordance with our 2025 Schedule of Fees and Conditions, which is attached. Our estimated fee for services for the proposed development is detailed below:
Task Fee
General site grading (assume 2 half-day site visits) ................................ ........ $ 2,700 Footing excavations (assume 12 quarter-day site visits) ................................ ... 10,700 Backfill and floor slab subgrade preparation at footing excavations (assume 9 half-day site visits) ................................ ................................ ......... 12,000 Trash enclosure footings and subgrade preparation

It is difficult to estimate fees for construction, as they depend on many factors, including the construction schedule, weather, the amount of overlap between tasks , and the need for retesting. We have based our fee estimate on our knowledge of the project plans and our experience with similar projects, as a detailed contractor’s construction schedule is not yet available. We anticipate that our quarter-day site visits will average approximately two hours each, our half-day site visits will average approximately four hours each, and our full-day site visits will average about eight hours each, including travel time and time to prepare a daily field report.
We will coordinate our site visits with the contractor’s field superintendent to reduce charges to the project. If additional or less time is required in the field, our fee will be adjusted accordingly.
Our budget for consultation, meetings, and review and response to RFIs and submittals assumes 20 hours for our Senior Staff Engineer, 12 hours for our Associate Principal, and 4 hours for our Managing Principal. Project costs will be monitored, and you will be notified if a budget revision becomes necessary.
AUTHORIZATION TO PROCEED
We appreciate the opportunity to present this proposal and to be a continuing part of the project.
If you would like to proceed, please provide an amendment to our agreement as your authorization for us to perform the described services.
If you have any questions or need any additional information, please contact us.
Sincerely,
