DISCUSSION:
Background
The Macdonald Avenue/Nicholl Park pedestrian crossing location was identified as a high-priority location for safety improvements during stakeholder outreach for the Local Road Safety Plan (LRSP) and was later elevated by the Richmond Bicycle and Pedestrian Advisory Committee (BPAC) due to near-miss incidents, particularly involving youth and individuals using wheelchairs accessing Nicholl Park from the surrounding neighborhood.
This project is funded in part through the Highway Safety Improvement Program (HSIP) and is intended to reduce injury collisions and improve pedestrian visibility and protection. The HSIP grant requires a 10 percent (%) local match.
The project is located on Macdonald Avenue between 30th and 31st Street (Attachment 1). There is significant pedestrian crossing demand at this uncontrolled crosswalk. The improvements are designed to enhance the crossing to Nicholl Park and reduce vehicle speeds.
The scope of work includes:
Rectangular Rapid Flashing Beacons (RRFBs)
Curb extensions (bulb-outs)
Yield markings
December 16, 2025
Median refuge islands
Red curb to increase sight distance near the crossing
The City published an Invitation for Bids on September 23, 2025, through BidsOnline.
There were nine (9) bids received on October 9, 2025. FJ&I Engineering, Inc. submitted the lowest responsive and responsible bid (Attachment 2).
City staff recommends the transfer and appropriation of $39,268 in unspent funds from Project 07001 – Metrowalk Transit Village Close-out to Project 23043 – Macdonald Avenue Pedestrian Crossing Improvements to meet local match requirements and maintain adequate contingency capacity.
Ultimately, City staff recommends that the City Council adopt the resolution authorizing a construction agreement with FJ&I Engineering, Inc. in an amount not-to-exceed $240,671 and authorizing the Director of Public Works to approve change orders up to $36,101 (15% contingency), and approve the transfer and appropriation of $39,268 in unspent funds for this project (Attachment 3 and 4).
