DISCUSSION:
The Contra Costa Transportation Authority (CCTA) has selected the Richmond 13th Street Complete Street Project as one of their recommended projects for an application to the Metropolitan Transportation Commission (MTC). One Bay Area Grant Program 3 (OBAG3) is a funding initiative managed by MTC, aimed at advancing the Bay Area's Sustainable Communities Strategy (SCS).
The corridor is one of only two continuous north–south roadways in the area, providing a critical connection between Central Richmond, the Richmond BART stations, and major commercial destinations in San Pablo (Attachment 1). Due to limited neighborhood connectivity caused by roadway grid barriers—particularly the railroad tracks running parallel to the corridor—the Rumrill Boulevard/13th Street corridor plays a vital role in serving all modes of transportation. Land uses along the corridor are diverse, ranging from commercial and industrial areas to single-family residential neighborhoods.
The scope of work entails the transformation of a 4-lane arterial street from Harbour Way to Costa Avenue into a multi-modal complete street corridor. Eliminating one vehicular travel lane in each direction and using the space to create continuous directional cycle tracks along the length of the corridor is a key component of the Complete Streets conversion (https://www.ci.richmond.ca.us/4865/29120---13th-Street- Complete-Street). Sidewalks will be widened where feasible, and bus stop and crosswalk improvements will be constructed throughout the corridor. The project closes a gap between the Active Transportation Program (ATP) funded Rumrill Boulevard Complete Streets project in the City of San Pablo and the ATP funded Yellow Brick Road project in the City of Richmond.
The City publicly solicited bids for the project via BidsOnline on September 19, 2025.
Bids were opened on October 16, 2025, with a total of five (5) submissions with the following results (Attachment 2):

Bidder Bid Amount
Bidder #5 Kerex Engineering Inc $5,503,646.00
It was determined that Bauman Landscape and Construction Inc. is the lowest responsive bidder. Staff further determined the bidder to be responsible following a comprehensive review and analysis of all submissions. Bauman Landscape and Construction Inc. is responsive because its bid meets all requirements of the project and the terms and conditions of the contract. Likewise, the contractor is responsible because it possesses the qualifications, experience, reputation, facilities, and financial resources necessary to perform the work.
In conclusion, City staff recommend that the City Council adopt a resolution approving a construction agreement for $3,993,481.50 with Bauman Landscape and Construction Inc. for the 13th Street Complete Street Project and establish a construction contingency of $400,000 (10%) for change orders under the Director of Public Works’ authority for a total not-to-exceed contract amount of $4,393,481.50 (Attachments 3 and 4).
