In this TA, nine (9) line segments are added per the City's request. Five of the lines among them are easement lines on Yuba St. and Carlston St. for which the City has provided easement maps so the right of entry signatures from the residents are not needed. This TA also includes a credit to the City as Line Segment #11 was properly abandoned The above mentioned costs are summarized on page 2. Further, due to the added lines, additional budget and authority for testing, ESDC, and outreach have been requested.
The total additional authority requested is $1,008,859.71 which includes a 16.5% Veolia markup and brings the total project amount authorization to $6,206,596.83.

1) Potholing and dye testing operations showed that the line segment (H9SF295 to H9MH1712) as no active lateral connections. Per the response to RFI #015, we are to properly abando oth line segment and the existing penetration at downstream MH. End of the line cleano was actually a MH and needed to be removed and concrete restored. Credit for pipe material and a half a days' worth of labor/equipment to pull the pipe.

Four line segments on the 2024-2025 Grade 5 RAA Project have been identified as shallow in depth, lacking sufficient coverage to comply with the City's standard specifications. This situation necessitates the use of a stronger pipe material compared to the originally paine HOPE. To adress this changed condition, the use of Ductle Iron Pipe (DIP) with ceramic PA01 lining was proposed to the Gily The total additional authority requested is $734,505.22 which includes a 9% Veolia markup and brings the total project amoun authorization to $5,197,737.12

The original scope for the 2024-25 Grade 5 RAA Replacement Project - Phase I was to replace (24) pipelines with an approximate combined length of 7,191 lineal feet in the City of Richmond. Since Construction began, however, two factors have come into play: (1) changed conditions; and (2) added lines (scope). The project has already seen a TA for Change Order 1 to add I10SF827_110MH2277 (476 If) and Change Order 2 to add I13MH48_|13SF893 (522 If). As construction continues, and in order to meet the Baykeeper requirement of completing two (2) miles of pipe each year, additional lines have been added. This TA for Change Order 3 is comprised of thirteen (13) components resulting primarily from either added lines from the City or changed conditions. The thirteen components are summarized on page 2. With the added lines totaling over 3k If, the total linear feet for the project becomes 11,760 If, which is 2.23 miles and puts the City is good standing with the Baykeeper requirements. Further, due to the added lines, additional budget and authority for testing, ESDC, and outreach have been requested. Line segment 113MH48 - I13SF893 was scheduled to be replaced as part of 2022-23 Grade 5 RAA project back in 2023, but could not be completed as the City was not able to complete the easement process. In the last several months, Veolia received numerous service calls in relation to this line segment, to which Veolia responded by cleaning from both sides of the line, but at some point could not go go more than 10 feet as the line appears to be collapsed. Velia held a meeting with the City on December 12 to discuss options for a permanent fix nd presented a proposal to replace the line on December 16. On December 30, the City gave Veolia direction to submit a TA for this wor ising APB as the general contractor under the current Grade 5 RAA projec he total authorization amount of this Change Order 1 TA is $240,335, which includes Velia's 16.5% markup for added scope. Per the City's direction, line segment /10SF827_|10MH2277 (20th Street between Nevin Ave. and Barrett Ave.) is to be added to the project as additional scope. The pipe segment is approximately 476 feet in length and will be replaced along with two (2) new manholes. Also, the Contractor, APB General Engineering, has requested 15 days to be added to the project time which will move Substantial Completion from November 30, 2024 to December 15, 2024; and Final Completion will be January 14. 2025. Please refer to the PCO1 documentation attached.
Per RFI #1, the existing 36" manhole is to remain in place. This credit change to the City accounts for the manhole work which is removed from the scope. Please refer to the attached PCO2 documentation.
Additionally, and also per the City's direction, Veolia is to contract directly with J Majors and Associates for outreach needs on the project including distributing notification flyers prior to contractor work, securing signatures from residents at three designated easement addresses, and preparing and printing notification and easement letters for signatures. See attached proposal from Jacqueline Majors.

The 2023-24 Grade 5 RAA Replacement Project - Phase I replaces (24) pipelines with an approximate combined length of 7,191 lineal feet. This task authorization is submitted based on direction provided by the City of Richmond to perform the following full line replacements:
The pipe segments to be rehabilitaled for this project are identified in Scope of Work Attachment A (see altached). The work will include replacement of deteriorated sewer pipe segments within the collection system using pipe bursting or open cut as discussed further below, including installing new manholes where indicaled on Attachment A. For pipe replacement work, pipe bursting is the preferred method followed by open cut. The Contractor shall conduct a pre-CCTV to locate and reinstate laterals. A complete NASSCO graded post-construction CCTV survey of the entire line segment (manhole to manhole) shall be completed upon completion of the work (no later than one month after the repair or replacement) and provided to Veolia.
This project was competitively bid to be performed on a "design-build" basis, and the Contractor is responsible for engaging the services of an engineering firm to issue design drawings for lines with utility conflicts and other constructability issues and also issue the final as-built drawings. Hence, per the City's direction, no engineered drawings were provided for this pipe replacement project. T&M not to exceed fees are included for compaction testing services as well as engineering support services in this proposal. All services provided for design support by V. W. Housen & Associates and for compaction testing services by Quesia Engineering shall be tracked by Veolla and billed to the City with associated markups. All unused funds and associated Veolla markup shall return to the City.
March 20, 2024, the Cily posted the Request for Bids on Bids Online, and Veolla conducted a mandatory pre-t eeting with ten (10) participants on April 3, 2024. On April 16, 2024, five (5) bids were received from qualified contracto the apparent low bid received was from APB General Engineering in the amount of $1,690,800.00. Vella evaluated all of the bids and found them to be responsive and complete and recommend awarding the contract to APB General Engineering, who is the low bidder.
