STATEMENT OF THE
ISSUE:
Charlene Engle is applying to serve on the Community
Police Review Commission.
RECOMMENDED ACTION: APPOINT Charlene Engle to the Community Police Review Commission to fill the seat currently held by
Commissioner Oscar Garcia, whose term has expired,
with a new term ending November 1, 2028 – Mayor’s
Office (Mayor Eduardo Martinez 510-620-6503).
DISCUSSION:
Charlene Engle is a Richmond resident of two years and currently works as a teacher.
She expresses a strong interest in learning more about how police and community members interact, particularly during difficult situations, and how trust and engagement can be strengthened between all parties. Drawing on her background as an educator and her experience engaging with the criminal justice system through her work, she emphasizes the importance of transparency, accountability, and mutual understanding.
