DISCUSSION:
On September 14, 2021, Community Services—Recreation applied for a $700,000 Outdoor Equity Grant from the California Department of Parks and Recreation to launch the Youth Outdoors Richmond Program, a multi-year initiative designed to increase access to nature, environmental education, and outdoor recreation for Richmond youth and their families. The City was awarded the grant on May 27, 2022, with a grant term extending through December 2027.
The program provides Richmond youth and families with opportunities to participate in environmental stewardship activities, outdoor skill-building, leadership development, and local and regional excursions. Many of these experiences require dependable, safe, and flexible transportation to natural areas across the Bay Area and Northern California.
While some trips are supported with City vans, expanded participation and family engagement require the use of contracted bus transportation services.
On January 30, 2024, City staff issued a Request for Quotes (RFQ) through BidsOnline for Bus/Transportation Services for the Youth Outdoors Richmond Program. Six vendors responded by the deadline of February 6, 2024. Proposals were evaluated based on experience, operational capacity, understanding of State requirements, pricing, and reliability. The evaluation committee selected Epic Limousine (Epic) as the highest-ranked vendor.
On October 1, 2024, City Council approved the contract with EPIC to provide transportation services for the Youth Outdoors Richmond Program in the amount of $29,300 for a term from October 1, 2024, to July 31, 2025 (Attachment 1). On May 21, 2025, the parties executed the first amendment to the contract to amend the service plan (Attachment 2). On July 10, 2025, the parties executed the second amendment to the contract to extend the term to February 28, 2026 (Attachment 3).
Since City Council approved the original contract, the Youth Outdoors Richmond Program has grown significantly, with increased trip frequency, expanded outreach to Equity Priority Communities, and higher demand for family-inclusive field trips, environmental education outings, and overnight outdoor experiences. To complete all required programming and deliverables during the remainder of the Outdoor Equity Grant period, additional transportation capacity is required.
February 17, 2026
EPIC continues to demonstrate high responsiveness, reliability, and professionalism, and remains the most responsible and suitable vendor to meet the program’s transportation needs. The requested amendment will ensure that all grant-funded outdoor recreation, education, and leadership activities are completed on schedule, and that youth and families have safe access to regional parks, open spaces, and cultural destinations throughout the duration of the grant.
City staff is therefore seeking approval for a contract amendment with EPIC to:
1. Increase the contract amount by $56,520.00, allowing the program to complete all required trips and activities identified in the Outdoor Equity Grant work plan; and
2. Extend the contract term through June 30, 2027, aligning with the full Outdoor Equity Grant performance period and ensuring uninterrupted transportation services (Attachment 4).
