RECOMMENDED ACTION:
ADOPT a resolution to APPROVE the first contract
amendment with SWCA Environmental Consultants to
include Radon Testing for the Part 50 Environmental
Review of the Richmond Village Property, increasing the payment amount by $20,304.32, for a total payment limit of $37,804.32, with a term expiration of June 30, 2026 – Richmond Housing Authority (Nannette

DISCUSSION:
On July 1, 2025, the Richmond Housing Authority (RHA) entered into a contract with SWCA Environmental Consultants, for an amount not to exceed $17,500, to perform a 24 Code of Federal Regulations (CFR) Part 50 Environmental review for the Richmond Village Property. In the original scope of work, SWCA was to prepare a Environmental Review Record (ERR) in accordance with the U.S. Department Housing and Urban Development’s (HUD) regulations and best practices.
It has come to the attention of both the RHA and SWCA Environmental Consultants that Radon Testing must be considered under HUD Notice CPD-23-103. Radon Testing was not included under the original contract.
The Richmond Housing Authority (RHA) is required to complete an Environmental Review in accordance with 24 CFR Part 50 to comply with the 2019 Public Housing Authority Recovery and Sustainability (PHARS) Agreement with HUD. This review is a federal requirement in order to proceed with the disposition of the Richmond Village property and its conversion to Section 8 Project-Based Vouchers under HUD’s Section 18 Disposition/Rental Assistance Demonstration (RAD) program.
The amendment modifies the scope of services to include subcontracting services provided by Krazen and Associates, Inc. to conduct environmental site assessment (ESA) and Radon testing for the completion of the 24 CFR Part 50 requirements for the Richmond Village Apartments and modifies the not-to-exceed amount of the contract by $20,304.32 to $37,804.32. Approval of this contract amendment will allow RHA to continue aligning with PHARS requirements while advancing the long-term affordability and sustainability of public housing in Richmond.
