DISCUSSION:

The Community Crisis Response Program (CCRP) will provide community-focused, trauma-informed, and healing-centered responses to Richmond residents when needed.

The program will be staffed by extensively trained mobile community responders who deliver services in a respectful, non-stigmatizing, and culturally responsive manner. To support field operations, CCRP has secured a total of four (4) mobile crisis response vehicles, including two (2) newly purchased Ford Transit vans and two (2) previously outfitted vans acquired from a neighboring jurisdiction.

In August 2024, the City purchased two (2) Ford Transit vans to support the launch of the Community Crisis Response Program (CCRP). City staff entered into an agreement in January 2025 with Commercial Titan Wrap for the design, production, and professional installation of exterior-grade vinyl graphics displaying approved City and program branding (Attachment 1). In July 2025, CCRP expanded its fleet through the acquisition of two (2) additional vans. To maintain consistent vehicle identification, community recognition, and responder safety across the program’s four (4) mobile units, additional wrapping services are now required (Attachment 2).

Accordingly, the Community Crisis Response Program seeks authorization to amend its existing agreement with Commercial Titan Wrap to provide additional vehicle wrapping services. The amendment will increase the current contract amount from $10,000 by $13,095.78, for a total not-to-exceed amount of $23,095.78 (Attachment 2). The proposed amendment will also extend the contract term through January 1, 2027, to allow for completion of services and any future related needs during the program’s operational period.
