A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND,
CALIFORNIA, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RICHMOND APPROVING THE PURCHASE OF IRRIGATION SUPPLIES,
TOOLS, AND PARTS FOR PUBLIC WORKS PARKS & LANDSCAPING
OPERATIONS IN AN AMOUNT NOT TO EXCEED $150,000
WHEREAS, The Public Works Department, Parks & Landscaping Division, is responsible for the maintenance and repair of irrigation systems serving City parks, landscaped medians, rights- of-way, and other public spaces; and;
WHEREAS, The continued operation of these irrigation systems requires the routine purchase of irrigation supplies, tools, and parts, including valves, rotors, nozzles, solenoids, fittings, adhesives, and related components; and
WHEREAS, The City issued a Request for Quotation through the City’s BidOnline system to obtain competitively priced irrigation supplies, tools, and parts to be purchased on an as-needed basis; and
WHEREAS, The Request for Quotation allows the City to award by individual item, by group, or in total, and to utilize one or multiple vendors in the manner that best serves the interests of the City; and
WHEREAS, Two vendors, Heritage Landscape Supply Group and Blue Angel International LLC, submitted timely and complete quotations in response to the Request for Quotation; and
WHEREAS, Both Heritage Landscape Supply Group and Blue Angel International LLC were evaluated and determined to be responsive and responsibl e bidders meeting all Request for Quotation requirements; and
WHEREAS, Pricing was evaluated on a unit -cost basis by item group, consistent with the Request for Quotation and the City’s operational purchasing practices, and staff determined that each vend or offers competitive pricing advantages across different categories of irrigation supplies; and
WHEREAS, Utilizing both vendors will provide pricing flexibility, ensure material availability, and support efficient irrigation maintenance operations; and
WHEREAS, The total purchase authority for irrigation supplies, tools, and parts is not to exceed $150,000, to be funded through existing appropriations in the Public Works – Parks & Landscaping Division operating budget;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHMOND THAT, the City Council hereby approves the purchase of irrigation supplies, tools, and parts for the Public Works Parks & Landscaping Division utilizing competitively bid pricing, in an amount not to exceed $150,000 . Purchases may be made from Heritage Landscape Supply Group and Blue Angel International LLC on an as-needed basis, consistent with the Request for Quotation, bid evaluation, and approved budget authority. The purchase approval shall be for a three-year period, with the option to extend for up to two additional one -year periods, subject to availability of funds.The City is not obligated to purchase any minimum quantity of materials under this approval.
