DISCUSSION:
The Public Works Parks & Landscaping Division is responsible for maintaining irrigation systems serving City parks, landscaped medians, rights-of-way, and other public spaces. These systems require routine maintenance and timely repair using irrigation components such as valves, rotors, nozzles, solenoids, fittings, adhesives, and related parts.
To support these ongoing operational needs, the City issued a Request for Quotation through the City’s BidOnline system for irrigation supplies, tools, and parts on October 29, 2025 (Attachment 1). The Request for Quotation sought unit pricing for a comprehensive list of commonly used irrigation components to be purchased on an as- needed basis (Attachment 2). A total of 133 vendors were notified.
The Request for Quotation allows the City to award by individual item, by group, or in total, and to utilize one or multiple vendors in the manner that best serves the interests of the City. Two vendors, Heritage Landscape Supply Group and Blue Angel International LLC, submitted timely and complete quotations.
Both vendors were evaluated and determined to be responsive and responsible, meeting all Request for Quotation requirements. Pricing was evaluated on a unit-cost basis by item group, consistent with the solicitation and the City’s operational purchasing practices. The evaluation determined that each vendor offers competitive pricing advantages across different categories of irrigation supplies (Attachment 3).
Based on this evaluation, City staff recommends utilizing both vendors to provide pricing flexibility, ensure material availability, and support efficient irrigation system maintenance (Attachment 4). Purchases will be made only as needed and only for materials actually ordered and received by the City. The City is not obligated to purchase any minimum quantity.
