DISCUSSION:
On April 16, 2024, the City Council approved a total of $7,703,008 in American Rescue Plan Act (ARPA) funding for the Soccer Fields–Restrooms–Parks Project, which includes improvements at Shields-Reid Park, Martin Luther King Jr. Park, and Wendell Park (Attachment 1). The project scope covers the renovation of sports fields, lighting, restrooms, and other park amenities.
On June 4, 2024, City Council authorized the Director of Public Works to award the bid and execute the contract with the lowest responsive and responsible bidder. Since the sports lighting, synthetic turf, and prefabricated restrooms project elements require manufacturer-provided systems, warranties, and installation methods, the bid documents identify a total of five contractors needed to complete the scope of work.
Individual contractors had not been identified at the time.
As contractors were identified, subsequent City Council actions awarded contracts to Calico California Constructores, Inc. on April 1, 2025, and Bauman Landscape & Construction, Inc. on May 5, 2025, for general site and park improvement construction.
The remaining agreements utilize Piggyback Agreements for the procurement and installation of sports lighting, synthetic turf, and prefabricated restrooms. Piggyback Agreements enable the City to contract directly with manufacturers, ensuring supplier installation and warranty coverage while reducing overall project costs and avoiding additional contractor markup. Richmond Municipal Code (RMC) §§ 2.52.330 (Piggyback Procurement) authorizes the City to use competitively awarded Piggyback agreements when doing so is determined to be in the City’s best interest and provides pricing or administrative advantages.

Agreements utilize contracts competitively awarded through Sourcewell, a national purchasing program that satisfies ARPA requirements, is consistent with PCC §§ 10298–10299 and meets the requirements of RMC §§ 2.52.330 (Attachment 2, 3, and 4). This allows the City to procure without issuing a separate formal bid.
Executed Piggyback Agreements for City Council ratification:
Musco Sports Lighting, LLC: Lighting materials and installation for Shields-Reid Park multipurpose field = $688,293 (Attachment 2)
15% Contingency = $103,243.95
CXT Incorporated: Prefabricated restroom structure and installation = $432,936 (Attachment 3)
15% Contingency = $64,940.45
FieldTurf USA, Inc.: Synthetic turf materials and installation for Shields-Reid Park multipurpose field = $973,209 (Attachment 4)
15% Contingency = $145,981.35
Total Piggyback Agreement Amount: $2,094,438
Total 15% Contingency Amount: $314,165.75
Total: $2,408,604.09
This item is seeking City Council ratification for these remaining agreements. City staff have verified that:
Use of the Sourcewell contracts is in the City’s best interest as they are pre- priced and designed to streamline purchasing while reducing project costs and delivery time.
The originating contracts were competitively solicited in a manner substantially similar to the City’s bidding requirements.
The scope and specifications are substantially similar to the Project’s needs; and The pricing is fair and reasonable and provides administrative and/or cost efficiencies compared to issuing a separate bid.
Due to necessary coordination among contractors and potential utility-related site conditions, City staff recommend a 15 percent contingency consisting of $103,243.95 for Musco Sports Lighting, LLC; $64,940.45 for CXT Incorporated; and $145,981.35 for FieldTurf USA, Inc., for a total contingency of $314,165.75. This contingency will allow City staff to issue change orders promptly to prevent construction delays and address unforeseen conditions typical in multi-site park renovation projects while maintaining compliance with ARPA timelines.
City staff request that the City Council adopt a resolution ratifying the construction agreements, as the suppliers and amounts were not specifically identified on the June 4, 2024, City Council approval. In addition, City staff request authorization for the Director of Public Works to approve change orders as needed for a total not-to-exceed

amount of $2,408,604. Funding is available from the previously allocated ARPA grant for Capital Improvement Project #23046.
