A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF RICHMOND, CALIFORNIA, ADOPTING A RESOLUTION APPROVING CONTRACT AMENDMENT NO. 1 WITH RK ROOFING AND CONSTRUCTION, INC. TO INCREASE THE CONTRACT NOT-TO-EXCEED AMOUNT BY $322,000 TO $592,000 AND EXTEND THE CONTRACT TERM THROUGH JUNE 30, 2027
WHEREAS, Richmond Housing Authority (RHA) owns and manages 100 units of rental housing; and
WHEREAS, RHA entered into a Public Housing Authority Recovery and Sustainability (PHARS) agreement with the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS, RHA remains obligated and committed to performing all HUD required functions, and providing quality service to local program participants; and
WHEREAS, on April 15, 2025, the Board of Commissioners approved a contract with RK Roofing and Construction, Inc in the not-to-exceed amount of $270,000 to perform gutter replacement work at Nystrom Village; and
WHEREAS, during the course of gutter replacement work, previously concealed dry rot and deterioration effecting rafter tails and roof edge components were discovered, requiring additional repair work beyond the original scope; and
WHEREAS, evaluation of the remaining buildings at Nystrom Village identified similar conditions, indicating that comparable repair work will be required to complete the project consistently across the site; and
WHEREAS, the original contract amount is insufficient to complete the expanded scope of work, and an increase in the contract by $322,000 to a new not-to-exceed amount to $592,000, along with an extension of the contract term through June 30, 2027, is necessary to allow completion of the work.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF RICHMOND, COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA THAT the Executive Director is hereby authorized to execute Contract Amendment No. 1 to complete the gutter replacement at Nystrom Village, for an amount not to exceed $592,000 and extending the contract term through June 30, 2027.
BE IT FURTHER RESOLVED that the Executive Director is hereby authorized to take all actions necessary to implement this resolution.
