DISCUSSION:
On July 2, 2024, City Council awarded a construction contract to Pavement Coatings Co. for the 2024 Paving Project – Slurry Seal in the amount of $2,957,768, plus $443,665 in authorized contingency funds. The scope of work included crack sealing, slurry sealing, and placement of traffic striping (Attachment 1).
The project improvement plans were designed by Nichols Consulting Engineers (NCE).
Two change orders were executed to address field conditions and expand the scope of work. These included additional slurry sealing, striping, and thermoplastic markings at Barrett Avenue & Key Boulevard intersection and 29th Street & Vale Road intersection and the placement of delineators.
Below is the status of the budget and project costs as follows:
A. Construction Contract Amount: $2,957,768
B. Approved Change Orders $191,234
Total Construction Cost $3,149,002
C. Design / Construction Management / Project
Management
$249,306
Total Project Cost $3,398,308
The revised budget for this construction phase of the project was $3,224,551; the total construction phase cost including change orders was $3,149,002 therefore the project was completed within the budget and the remaining unspent funds will roll into the fund balance for potential re-allocation to Fiscal Year 2025-26 Paving Program. The design and related costs were paid through the Paving Program budget.
The City’s public roadways received approximately 23 miles of slurry seal, improving pavement conditions and extending the service life of the streets by an estimated four to seven years. The project was completed within the available budget and within the time frame of the original contract.
As all construction items have been completed and inspected, City staff recommend that the City Council adopt a resolution accepting the project as complete, directing the City Clerk to record the Notice of Completion with the Contra Costa County Recorder, and authorizing the release of the contractor’s bonds and retention payment (Attachment 2).
