DISCUSSION:

Background
The Port of Richmond recently completed a Port Facilities Condition Assessment to evaluate the structural condition and maintenance needs of Port infrastructure. The assessment was performed by Moffatt & Nichol and was presented and provided to the City Council.

Link to report: www.ci.richmond.ca.us/4962/Condition-Assessment-Report

As part of the assessment, the consulting team evaluated the condition of multiple Port facilities, including Berth 7, and identified repair work necessary to address structural deterioration and extend the useful life of the facility.

Supporting technical analysis was provided by subcontractor, ENGEO, which assisted with engineering and technical evaluation associated with the assessment. In addition, Power Engineering, also serving as a subcontractor to Moffatt & Nichol, prepared preliminary construction cost estimates to support planning and budgeting for the recommended repairs.

The assessment identified structural deterioration at Berths 7 and 8, including damaged and missing timber piles, structural beam failure, settlement of pavement areas, and corrosion damage to structural elements. These conditions have resulted in overstressed structural members and localized structural failure within portions of the berth structure.

Based on the findings of the condition assessment and supporting technical analysis, City staff identified the Berth 7 Dock Repair Project as a priority maintenance project necessary to address identified deficiencies and maintain the operational integrity of the facility.

Project Description
The Berth 7 Dock Repair Project focuses on repairs associated with a failed structural beam located at the southern limit of Berth 7, which was identified during the Port Facilities Condition Assessment.

The repair scope generally consists of structural improvements necessary to restore support to the damaged beam and stabilize the surrounding structural elements. Work includes preparation of final design, mobilization, environmental protection measures, installation of support piles and related structural components, releveling of the damaged beam and dock structure, installation of concrete piers, and repairs to the existing wharf deck.

Completion of these repairs will help restore structural support to the affected portion of the berth and maintain the safe operation of Port infrastructure.

Procurement Process
In accordance with applicable procurement requirements, the City publicly advertised the project on the City’s procurement website and solicited competitive bids from qualified contractors. The request for bids was publicly released on January 8, 2026, and closed on February 26, 2026.

A total of four (4) bids were received (Attachment 1).

Contractors Bid Amount
Dynamo Construction $830,650
Power Engineering $998,000
Vortex Marine $1,249,000
Dutra Group $2,973,000

Following review of the bids received, staff determined that Dynamo Construction was the lowest responsive and responsible bid (Attachment 2).

Next Steps
Upon City Council approval, staff will execute the contract with Dynamo Construction for the Berth 7 Dock Repair Project.

City staff recommend approval of the contract in an amount not to exceed $1,080,650, which includes the contractor’s Base Bid of $830,650, as well as a project contingency of $250,000 to address unforeseen conditions that may arise during construction.

Marine infrastructure repairs frequently involve concealed structural elements and subsurface conditions that may not be fully visible during inspections. The project contingency will allow staff to issue change orders, if necessary, to address unforeseen site conditions encountered during construction and ensure completion of the project within the general scope of the Contract Documents.

Following execution of the agreement, staff will issue a Notice to Proceed, and the contractor will begin mobilization and coordination with Port staff to complete the required repairs on Berth 7. Project completion is anticipated prior to the contract expiration date of December 31, 2027.

In addition, staff will continue to pursue grant funding opportunities that may offset eligible project costs. The Port has applied for funding through the U.S. Department of Transportation’s Port Infrastructure Development Program (PIDP) and will continue to pursue additional state and federal funding opportunities as they become available to support this and other Port infrastructure improvements.

SYNERGISTIC POLICIES:

This project aligns with City Council Strategic Goal Area 2.5: Revitalization of the Port.
