AGENDA
REPORT
April 7, 2026
RECOMMENDED ACTION:
ADOPT a resolution to APPROVE a construction
agreement with O. C. Jones & Sons Inc. for the Area FM
Temporary Cap Project in an amount not to exceed
$785,350 with an additional 20 percent construction
contingency in the amount of $156,700, AUTHORIZE the
director of public works to approve change orders within this contingency amount; and APPROPRIATE $450,000
in the Marina Enterprise Fund 4005 - Public Works
Department (Craig Murray 510-307-8188/Hillal Hamdan
510-621-1612).
DISCUSSION:
The California Department of Toxic Substances Control (DTSC), the state agency responsible for overseeing environmental cleanup, has approved a plan—developed jointly with the City of Richmond—to install a temporary protective cover (“environmental cap”) over Area FM in Marina Bay, located immediately east of the Boat Launch ramp. An environmental cap is a layer placed over contaminated soil to prevent people and animals from coming into contact with contamination and to reduce the spread of pollutants. Construction will include grading, installing drainage systems to manage stormwater, and placing an asphalt concrete layer (similar to roadway pavement) to serve as the temporary cap, all in accordance with approved design and construction standards. Funding will come from the City’s Capital Improvement Program and the Marina Fund.
This project will complete the installation of environmental caps on all nine City-owned parcels in Marina Bay with land-use restrictions due to soil and/or groundwater contamination, with Area FM as the final site (Attachment 1). Area FM is part of the historic Richmond Shipyards, heavily used during World War II for shipbuilding, and as a result, requires ongoing environmental management. DTSC approved the work plan for the temporary cap in fall 2025.
The City publicly solicited bids for the project via BidsOnline on December 9, 2025. Bids were opened on January 15, 2026, with a total of twelve (12) submissions with the following results (Attachment 2):

It was determined O.C. Jones Inc. is the lowest responsive bidder. City staff further determined the bidder to be responsible following a comprehensive review and analysis of all submissions. O.C. Jones Inc. is responsive because its bid meets all requirements of the project and the terms and conditions of the contract. Likewise, the contractor is responsible because it possesses the qualifications, experience, reputation, facilities, and financial resources necessary to perform the work.
In conclusion, City staff recommend the City Council adopt a resolution authorizing a construction agreement for $785,350 with O.C. Jones Inc. for the Area FM Temporary Cap Project and establishing a construction contingency of $156,700 (20%) for change orders under the Director of Public Works’ authority. City staff also recommend that City Council authorize an appropriation of additional funds in the amount of $450,000 in the Marina Enterprise Fund 4005 to supplement the construction bid overage, construction contingency, construction management and related costs.
