A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF RICHMOND, CALIFORNIA, ADOPTING A RESOLUTION APPROVING THE HOUSING AUTHORITY’S ANNUAL PLAN AND
FIVE-YEAR PLAN AND AUTHORIZING SUBMISSION OF THE PROPOSED
ANNUAL PLAN AND FIVE-YEAR PLAN TO THE US DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT
WHEREAS, Public Housing Authorities (PHAs)are required to submit an Annual Plan to the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, discretionary priorities, activities, and policies utilized in the Public Housing program are contained in the Annual Plan; and
WHEREAS, the Housing Advisory Commission has been unable to meet to review the Annual Plan and Five-Year Plan due to lack of quorum since May 13, 2024; and WHEREAS, the Fiscal Year (FY) 2026 Annual Plan and FY 2026-2030 Five-Year Plan, for the period beginning July 1, 2026, were made available for public review and comment by posting on the Richmond Housing Authority (RHA) website and by making copies available for in-person review at RHA administrative offices on February 2, 2026; and WHEREAS, the public will be provided the opportunity to present additional comments or questions during a public hearing on April 7, 2026; and
WHEREAS, a notice of this public hearing was posted in the West County Times on February 2, 2026.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF RICHMOND, COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA THAT the Housing Authority’s Annual Plan and Five- Year Plan is approved and the Executive Director is authorized to submit both the Annual Plan and Five-Year Plan to HUD.
BE IT FURTHER RESOLVED THAT the Executive Director is hereby authorized to take all actions necessary to implement this resolution.
