DISCUSSION:
The Port of Richmond (Port) operates five City-owned terminals, including the Point Potrero Marine Terminal (PPMT), the largest public terminal, which requires ongoing weed abatement. Weeds and other vegetation grow rapidly throughout the Port areas after the rainy season. A weed abatement maintenance contract is essential to protect roadway surfaces and asphalt-capped infrastructure, maintain safe conditions, and preserve the overall appearance at the Point Potrero Marine Terminal.
In July 2025, the Port of Richmond issued a Request for Proposals (RFP), for qualified contractors to provide weed abatement services across designated areas of the Point Potrero Marine Terminal. The RFP outlined the goal of maintaining safe access, visual appeal, and infrastructure protection throughout Port areas, including the Bay Trail corridors, sections of Canal Boulevard, marine tenant perimeters, fencing, and paved areas. Addendum number one to the RFP was issued to incorporate services to be performed three times per year instead of two times per year. Addendum number three to the RFP was issued to incorporate that in 2015, the City Council adopted Resolution No. 19-15(a) prohibiting the use of pesticides in weed abatement activities, this resolution was uploaded to the RFP in the City’s procurement platform PlanetBids.
Additionally, the RFP referenced City Code RMC 9.48.010, which largely bans herbicides.
The Port received five proposals by the submission deadline (Attachment 1). Proposals were evaluated by three City staff members using the published evaluation criteria within the RFP: Quality of the Proposal, Approach & Understanding, Experience, References, and Proposed Costs (100 points possible).

Based on the evaluation results, T&R Riparian Restore received the highest overall score (Attachment 2). They excelled in approach and understanding of the RFP and the firm’s proposal reflects extensive experience with municipal clients providing strong references, and they have the capacity to meet the Port’s service requirements. They proposed to provide additional services and service hours if needed. T&R Riparian Restore is a family-owned restoration company, specializing in protecting and expanding California's water ecosystems. With experience on large-scale habitat restoration, they provide services such as native planting, erosion control, invasive species weed management, and riparian restoration construction.
City staff recommend that the City Council adopt a resolution approving a contract with T&R Riparian Restore for weed abatement and additional services for a one-year term in a not-to-exceed amount of $ 69,785, with two one-year extension options at $ 69,785 per year in the amount of $ $209,355 ; and that City Council execute any necessary amendments (Attachment 3 and 4)
