Company for on-call City-wide roadway striping,
stenciling, and street sign services with a not-to-exceed amount of $750,000, for an initial three-year term with the option to extend for two additional one-year terms, in an amount not to exceed $250,000 per year, for a total

DISCUSSION:

The City of Richmond Public Works Department, Streets Maintenance Unit, issued a Request for Proposals (RFP) on November 5, 2025, to solicit qualified contractors to provide on-call roadway striping, thermoplastic markings, pavement stenciling, and street sign installation services throughout the City (Attachment 1).

The solicitation was issued through the City’s PlanetBids procurement system, notifying vendors registered within the applicable roadway striping, signage, and traffic control service categories. A total of 226 vendors were notified of the solicitation (Attachment 2). At the close of the solicitation period on December 18, 2025, the City received one responsive proposal, submitted by Chrisp Company.

Public Works staff reviewed the proposal and determined that Chrisp Company possesses the qualifications, experience, equipment, and staffing necessary to perform the required services in accordance with applicable standards and specifications, including the California Manual on Uniform Traffic Control Devices (CA MUTCD), Caltrans Standard Specifications, and City of Richmond roadway maintenance requirements. These standards and specifications establish the requirements for roadway striping, pavement markings, signage, and related traffic control elements.

Chrisp Company has experience providing roadway striping and traffic marking services for public agencies and has demonstrated the capacity to perform both scheduled and emergency work required to maintain roadway conditions.

The scope of services includes, but is not limited to:
 Installation and removal of painted and thermoplastic pavement markings  Application of roadway legends, symbols, and curb markings  Installation and replacement of traffic control and street name signs  Installation of raised pavement markers
 Traffic control and work zone safety operations
 Daytime and nighttime roadway work as necessary

These services support the maintenance of more than 230 centerline miles of arterial, collector, and residential roadways, as well as associated traffic control signage and pavement markings necessary to maintain safe roadway operations. Public Works staff determined that the Chrisp Company pricing schedule is responsive and within an

acceptable range based on the scope of services and current market conditions. (Attachment 3).

Approval of this contract will allow the Streets Maintenance Division to maintain roadway markings, signage, and pavement safety features that support traffic safety, regulatory compliance, and roadway visibility throughout Richmond.

Based on review of the proposal and the operational needs of the City, City staff recommend that the City Council adopt a resolution approving the contract to Chrisp Company with a not-to-exceed amount of $750,000 for an initial three-year term, with the option to extend for two additional one-year terms in an amount not to exceed $250,000 per year, for a total potential contract amount not to exceed $1,250,000 (Attachment 4 and 5).
