STATEMENT OF THE
ISSUE:
Every Public Housing Authority (PHA) that administers a Low-Income Public Housing Program must submit an
Annual Plan and Five- Year Plan to the U.S. Department
of Housing and Urban Development. RHA staff requests
that the Board receive comments and adopt a resolution
approving the Annual Plan and Five-Year Plan.
RECOMMENDED ACTION:
HOLD a public hearing to ADOPT a resolution approving
the Richmond Housing Authority Annual Plan and Five-
Year Plan; and AUTHORIZE submission of the proposed
Annual Plan and Five-Year Plan to U.S. Department of
Housing and Urban Development – Richmond Housing
Authority (Nannette Beacham/Antoinette Terrell 510-620- 6784).

DISCUSSION:
Every Public Housing Authority (PHA) that administers a Low-Income Public Housing Program is required to submit both an Annual Plan and a Five-Year Plan (Attachment 1 and 2) to U.S. Department of Housing and Urban Development (HUD). The Annual Plan serves as the PHA’s annual application for capital funding to support improvements to public housing properties. Submission of the Annual Plan is a condition of receiving capital funds. The Annual Plan also identifies new activities the PHA intends to undertake during the fiscal year and provides an opportunity to report progress toward the agency’s mission and established goals.
The Five-Year Plan establishes the PHA’s long-term strategic goals and objectives and outlines operational, capital, and repositioning strategies over a five-year period.
Together, these documents ensure compliance with federal requirements and provide transparency regarding the Authority’s short-term priorities and long-term direction.
For RHA, the proposed Annual Plan and Five-Year Plan reflect ongoing progress and planned activities related to implementation of asset repositioning efforts under the current Public Housing Authority Recovery and Sustainability (PHARS) Agreement. The required components of both Plans are set forth in Title 24 of the Code of Federal Regulations, Part 903 – Public Housing Plans.
The draft Annual Plan and Five-Year Plan were posted on February 2, 2026, on the Richmond Housing Authority (RHA) website, initiating the public review and comment period. A public notice of the public hearing was published in the West County Times on February 2, 2026 (Attachment 3 and 4). Hard copies of both documents were made available at the RHA Administrative Office, located at 450 Civic Center Plaza, 2nd Floor, Richmond, California.
This public hearing represents the final opportunity for public comment prior to Board action. City staff recommend that the Board of Commissioners adopt a resolution approving the Annual Plan and Five-Year Plan and authorizing their submission to HUD to maintain eligibility for capital funding and ensure compliance with federal requirements (Attachment 5).
