The city council stated the following: that the youth in District 1 and 2 should also be represented; that services were distributed equally across the city; and that organizations that receive funding indicate that it was given to them by the City of Richmond.
A motion was made as follows to approve Option 1. City Council Reauthorizes the Article Without Amendment (Keep As-Is)
Under this option, the City Council adopts an ordinance or resolution reauthorizing Article 15 by a simple majority vote on or before June 13, 2026.
This action would extend the Richmond Fund for Children and Youth for an additional ten-year term without amendment, consistent with existing Charter language. No voter action would be required under this option, and all provisions of Article 15 would remain unchanged.

Councilmember Bana reported the following: She continues to represent Richmond at the East Bay Wildfire Coalition; an organization committed to educating the public about wildfire safety and preparedness. Additionally, she joined other women elected officials in issuing a statement against the ongoing conflict in Iran, standing together for peace and solidarity. Councilmember Bana also attended a hazmat commission meeting, further contributing to important discussions on community safety and environmental concerns.

My name is Cathy, and I work closely with students and families here in Richmond. I’m writing to share how important arts access is for our young people.
I see every day how students benefit from spaces where they can express themselves, build confidence, and feel a sense of belonging. Recently, I watched a student at Sheldon Elementary who is usually very quiet stand up and confidently share their voice during an arts activity—and it completely changed how they saw themselves.
Organizations like the East Bay Center for the Performing Arts create those kinds of moments every day, and it makes a real difference in our community.
I encourage you to continue prioritizing and investing in arts and culture in Richmond.
These programs are essential to the well-being and growth of our youth.

Dear Mayor Martínez and City Council Members,
I'm a proud Richmond D6
resident, and I am so grateful
that we have such a strong sanctuary
city ordinance. That said, I urge you to adopt the ICE FREE Zone
amendments to further protect
all of our immigrant communities and citizens
in the event of a possible emergency situation of
federal immigration agents descending on our city. Their tactics of
racially profiling us,
kidnapping/disappearing
our neighbors, and spreading intense
panic require that we are
prepared to protect our neighborhoods on a mass level so that all pockets of Richmond feel as safe as possible.
You say you care about your residents' safety and ability to thrive. These amendments will assure that many will feel the city supports us in the most fundamental ways: our physical and mental safety.
Communities are already
organizing block-by-block, and we need city support to guide these efforts. I am part of Reimagine Richmond and have taken on the role of care navigation as an advocate
to support my neighbors. The main issues I keep running into is the amount of barriers that exist for our non-citizen neighbors when they try to access safe
housing and food security, as well as necessary
medical services. This is
all to say that we need to have these ICE FREE Zone amendments in place to get rid of any
barriers so our neighbors feel safe in their own city. For example, these
amendments strengthen
Richmond’s readiness by pairing non-cooperation
policies with emergency planning, communications, and neighborhood-level preparedness as it includes training, reporting, and a communications plan. Plus, the ordinance prevents immigration enforcement from using non-public city spaces or facilities as staging areas, which is critical. That matters because people should feel safe going to
community centers, libraries, and city offices. Public spaces should remain places of service, not fear. We know that constant fear of discriminatory immigration
enforcement has real consequences, such as stress and anxiety, lower school attendance, and economic instability.
Again, we need to remove barriers that will impact physical and mental safety.
I support this ordinance because it strengthens community safety, protects constitutional rights, and ensures Richmond uses its limited resources responsibly.
Protecting immigrants is also about protecting community stability and long-term well-being.
I urge you to adopt this ordinance and continue building a city where everyone can safely live, work, and participate in community life. Please do what's right and adopt the ICE FREE Zone amendments.

Hello, my name is Sonia Decker and I am a Richmond resident in district 6 and a member of Reimagine Richmond. I urge the council to pass the ice free zone ordinance to strengthen our sanctuary city policy and take crucial action to protect immigrants in Richmond at this time.
We urgently need a plan to empower us as a city to prepare for if things escalate and to support now with the very real fear that is here day to day in the community. In my work as a rapid responder I have seen and heard the ways fear is impacting immigrant community members and their families right now. Taking steps to create clear ice free zone, preparedness plans, and education will go a long way to increasing transparency, trust, and knowledge to support the well being of everyone in our Richmond community.
